On 12/6/25 at approximately 2300 hours, while working off duty at Saddlebags, I was advised by the GM that a group of people and another individual were arguing and may start a fight.

I observed the group standing on the sidewalk, and one was shouting to the other individual. I told him to stop and he apologized and stopped. The other individual, Nicholas Lavoie, was also yelling at the group and trying to start a fight. I also advised him to stop, but he continued shouting and trying to instigate. I told him if he didn’t stop I would place him in handcuffs, and he acted as if he was going to walk away, but he continued, so I placed him in handcuffs. He then began shouting at me and asking why he was in handcuffs. I advised him MULTIPLE times that he was being drunk and disorderly in public. He began telling me that I needed to take him out of handcuffs so he could walk away.

At that time his sister and a friend of his showed up and asked if they could take him home. I told them to go get their vehicle and come back to pick him up. While waiting, he continued his disorderly behavior. When the vehicle with his sister and friend pulled up, he agreed to get in the vehicle. However, when I took him out of handcuffs he asked what would happen if he didn’t get in the car. I advised him multiple times that he would be arrested for publix intoxication and disorderly conduct, and he then refused to get in the vehicle, so I placed him bac kin handcuffs and called for a patrol unit to transport him to CCDC.
