On 03/08/2026 while conducting routine patrol in my marked patrol vehicle and in uniform, I made a stop at 222 Drayton St. When I got out of my vehicle, I noticed a black male in the middle of Drayton St waving and shouting at people walking by on the sidewalk. It appeared he was in an altercation, balling his fists and walking towards a man and a woman near the Parker’s Gas Station and shouting profanities at the two of them.
As I got closer, the man later identified as Mr. Pedro Rodriguez saw me and moved off the road to the opposite side walking away north towards E Oglethorpe Ave. The man and the woman I observed were heading in the opposite direction, and it appeared the incident had ended on its own.
After leaving the store moments later, I saw an EMS heading North on Drayton St running lights and sirens passing my location. I watched as it made its way towards the intersection at E Oglethorpe Ave. When it crossed the intersection, I saw it stop abruptly, and noticed Mr. Rodriguez once again in the middle of the street stopping the flow of traffic and screaming at the cars including the EMS trying to get around him.
I activated my body worn camera and made my way on foot towards Mr. Rodriguez, giving him verbal instructions the entire time to clear the road and get on the sidewalk. Mr. Rodriguez refused my instructions, shouting back that he wanted to die. As I got closer, Mr. Rodriguez got down on his knees on E Oglethorpe Ave, extending his arms out shouting at the cars to run him over. I detained Mr. Rodriguez and got him to the sidewalk until Officer Abbassi who was also riding patrol with me drove the vehicle to our location.
I then searched Mr. Rodriguez prior to putting him in the back of my vehicle, and asked for an EMS unit to come to our location and evaluate him. Mr. Rodriguez stated that he had 2 shots of an alcoholic beverage earlier, that he was homeless, and that he was going to lay in the middle of the street until a vehicle ran him over.
Once EMS arrived on scene, Mr. Rodriguez began shouting at the medics, refusing to be evaluated. I gave Mr. Rodriguez multiple instructions to comply and offered to find him resources to help him talk to someone moving forward. Mr. Rodriguez continued to escalate and shout that he didn’t want help, and that as soon as we released him he was going to go back into the street so he could be struck by oncoming traffic.
Since Mr. Rodriguez refused to comply with my instructions, refused to be seen by medical personal, and made threats to go right back to what he was doing, I placed him under arrest for OCGA 16-11-39 Disorderly Conduct. I then transported Mr. Rodriguez to Chatham County Detention Center (CCDC) where he was booked without further incident.
I generated a case report number, and my body worn camera was active.
