On 6/28/2026 at 1129 hours, I responded to a call at 14000 Abercorn Street (Enmarket) regarding a past personal robbery. Dispatch notes indicated that the complainant had been jumped outside of Crunch Fitness, and his phone, social security card, and wallet had been taken. Dispatch notes also advised that the complainant had told mall security the night prior, but did not have any suspect information. A police report was not filed by the complainant, nor was the crime reported to PD.

On arrival, I was approached by the complainant, identified as Raymond Diogo, who advised that he was robbed on 6/27/26 at 0520 hours while walking from Belk to Crunch Fitness, both located at Oglethorpe Mall. Hе confirmed that his phone (Samsung Galaxy), wallet, social security cards, and 3 debit cards (Chase Bank, Chime, and CashApp) had been taken during the incident.

He did not see them leave and alleged that the assailants likely were customers of Crunch. Later that day, he claims to have approached an officer at the mall to report this crime, but “didn’t want to file a report because he was tracking his phone”. This report conflicts with what Diogo told the calltaker. The calltaker was told by Diogo that he reported it to mall security and that it happened in front of Crunch Fitness.

When asked how we could help Diogo he stated that he wanted to go to Crunch to “get his energy back together”. I then checked him for weapons and placed him into the back of my vehicle to be transported to Crunch Fitness. En route, I asked Diogo how he got to the DMV yesterday, and he simply responded “I walked”. It is important to note that the DMV documents were issued on the 26th.

After arriving at Crunch Fitness, Diogo continued to change his story, indicating that the crime had actually occurred outside the Southside Police precinct located at the mall. He continued by stating that he had actually spoken to an officer after the incident, but did not know a name and did not have a case report number. When asked to describe the officer he had spoken to, he advised that it was a heavyset, caucasian male, around 50 years of age, with medium blonde hair. I spoke to the manager of Crunch Fitness, who advised that the last time Diogo had visited was on 6/19/26 at 1002 hours.

I contacted mall security, who began running the footage from all of the listed times and locations that Diogo had given for the incident. While security was reviewing footage, I once again questioned him about where he had been sleeping. He stated that the address he had verified previously was actually where his estranged wife and their children live, and that he had been homeless and sleeping on the streets. Diogo then requested to go and speak to the desk at Crunch Fitness.

I informed Diogo that he was not detained and was free to go, and we went with him to speak with the desk clerk. While speaking with the desk, Diogo said that he had actually been jumped on 6/22/26 or 6/21/26 and advised that he had a concussion. When asked how he knew he had a concussion, Diogo explained that the definition was “passing out”. Mall security was updated with the new dates and locations for the incident and reviewed all available footage. They were unable to locate footage of Diogo’s alleged robbery.

At this time, Diogo was escorted out of the Crunch Fitness by Ofc. Alizai and I. While outside, Diogo reiterated that he had been robbed outside the police precinct instead and asked Ofc. Alizai and I to inspect his head for any visible injuries. Upon inspection, it was apparent that there were no obvious signs of bruising or any degree of laceration present. He then stated, “I wish I had my phone so I could show you the pictures I had taken of my injuries”. This conflicts with the story as well, due to the phone being one of the items alleged to have been stolen, making it impossible for him to have pictures of his injury.

At this point, Diogo was placed under arrest in fit-checked, double-locked handcuffs for OCGA 16-10-26, False Report of a Crime. Diogo was searched incident to arrest, which revealed AirPods, food items, a phone charger, and miscellaneous pocket change.

Per request, we placed Diogo’s belongings in locker 167 at Crunch Fitness. Diogo was transported and booked into CCDC without incident.
