On 11/12/2025 at 1419 hours I responded to the McDonalds located at 246 West Broughton Street in reference to a subject mast*rbating in the restroom.

Upon arrival I went to the west facing restroom. As I approached the restroom the door opened and I observed the suspect with his pants still down partially exposing himself. The suspect, Reggie Hayes was handcuffed and I then pulled up and buttoned his pants. I then walked Mr. Hayes out and secured him in the rear of a patrol vehicle.

The manger, [WITNESS #1] advised that she approached the restroom door, knocked on it, and Mr. Hayes opened the door and when she looked in she observed him mast*rbating. She then walked away and the police were called. The door can be opened by the general public with the use of a code, which is given out by the staff.

Mr. Hayes advised that he was only using the restroom and denied mast*rbating when the door was opened. I advised him that anyone can open the door at anytime and when I approached the door, he opened it and still had his pants unbuttoned and partially down. And this was done without knocking on the door.

Mr. Hayes was charged with public indecency and transported to CCDC. Mr. Hayes was also Banned from the Downtown McDonalds.

A CRN was issued and my BWC was activated.
