On December 5, 2025, at approximately 17:10, I responded to 2400 Bull St for a report of public indecency.
The caller, [VICTIM #1], worked at Lite Foot Company and reported a black male had come into the store. He had approached her and asked for 5 minutes of her time while also exposing his genitals towards her. The incident is captured on camera inside the store, and she also took a picture of the suspect, which showed his genitals.
The male in the picture was standing on the corner of Bull St and Maupas Ave, at the Savannah City Mission (2414 Bull St). I then approached the male, identified as Reggie Hayes. I’d asked if he’d entered the store and what he’d done in there. To which he said he did go inside and that he had left when “she” had asked him to leave.
At this point, I advised him that he was going to be detained for the time being. He was secured in handcuffs and placed in a fully marked patrol vehicle. Once another officer had arrived on scene, I went to speak further with [VICTIM #1] and gave her a CRN form for the incident. As well as completed a ban form for the property banning Hayes.
[VICTIM #1] was sent an evidence.com link to upload the footage and pictures she captured of the event.
Officer Cherubin took custody of Hayes, who was under arrest for Criminal Trespass (OCGA 16-7-21) and Public Indecency (OCGA 16-6-8)(M). He continued the transport of Hayes to CCDC.
