On September 11th, 2025 at 1518 hours, I, Corporal A. Coleman, responded to a hit and run that occurred on Abercorn Street at Eisenhower Drive. No injuries were reported at the scene.
Upon arrival I made contact with the complainant, [VICTIM #1] (Driver 2). He advised that he was in Vehicle 2 on Abercorn Street in the right lane. He was stopped in traffic after passing the intersection of Eisenhower Drive. He was then rear ended by a black vehicle that left the scene. Vehicle 2 sustained minor damage to the rear. [VICTIM #1] was provided with a CRN.
A witness [WITNESS #1] advised that she was driving ahead of [VICTIM #1] when the collision occurred. She saw as Vehicle 1 left the scene traveling south on Abercorn Street. She took a brief video as Vehicle 1 passed by her and then took a photo which captured the tag (both uploaded to Evidence.com). Vehicle 1 was a black Nissan Versa with a South Carolina tag of [REDACTED]. [WITNESS #1] observed Vehicle 1 all the way to the bend where West Montgomery Cross Road meets with Middleground Road. Vehicle 1 was smoking heavily; [WITNESS #1] lost sight of Vehicle 1. She described the driver as a young Hispanic male.
Due to knowledge of the Southside area, I knew that a large part of the Hispanic population stays in trailer parks and apartment complexes off of Middleground Road. Officer Delaforce and I began checking the various areas until we came across Vehicle 1 at Andover Crossing Apartments ([10600 BLOCK] Middleground Road) near building [REDACTED]. I observed Vehicle 1 had heavy front end damage. We began knocking on nearby apartments when the resident in apartment [REDACTED] (Breanna Kelley Duquette) was standing on the balcony and signaled to us to check the apartment below her which was [REDACTED]. She later advised that she saw the suspect accessing the damage to the vehicle and on the phone before approaching the apartment. At one point she saw the suspect walk behind building [REDACTED] with his shirt on but when he returned he no longer had a shirt on. She advised that the suspect should still be inside the apartment.
After Officer Delaforce knocked on the door for several minutes the suspect came out. He was identified as Ricardo Altamirano-Rodas. He mainly spoke Spanish and the language line was utilized to communicate with him. He admitted to driving and rear ending Vehicle 2 after they did not go after the light turned green. He advised that he did not have a license. He advised he left the scene because he was scared and he’d never been in an accident before.
Altamirano-Rodas was placed under arrest and taken to Memorial Medical Center where he was medically cleared. He was then transported to the Chatham County Detention Center for the following charges:
OCGA 40-6-49 (Following Too Closely)
OCGA 40-5-20 (Driving Unlicensed)
OCGA 40-6-270 (Hit and Run)
