On 02/07/2026 at approximately 2014 hours, I was dispatched to a call at 132 E Broughton St. for an alleged assault. When I arrived on scene, I made contact with the suspect, later identified as Mr. Ricardo Perez. Mr. Perez was seated in front of the Municipal Bar, and was shouting profanities towards the establishment and their guests, clenching his fists, slurring his speech, and seated at a table but was not being served.
I also made contact with Officer St. Jacques who was first to arrive on scene. While Officer St. Jacques was collecting information from the complainant inside the bar, I stood outside with Mr. Perez while he was detained. According to the bar’s manager, [VICTIM #1], Mr. Perez was telling people at the bar that he was an alcoholic and wanted another drink. When Mr. [VICTIM #1] told him he was no longer going to serve him drinks, Mr. Perez began shouting profanities at the establishment and when asked to leave the premises, Mr. Perez pulled Mr. [VICTIM #1]’s hair.
I could smell a heavy odor of alcohol coming from Mr. Perez, and as I was talking to him and asking him questions, Mr. Perez began to kick the chair next to him and yell insults and profanities at myself and the other Officers on site. After multiple instructions to stop kicking the chair and stop his behavior went ignored, I and other Officers placed him under arrest.
When I arrived at Chatham County Detention Center, Mr. Perez was not cleared by medical and I had to take him to Memorial Hospital to be screened. Once Memorial cleared Mr. Perez, I transported him back to Chatham County Detention facility where he was booked.
I generated a Case Report Number for this incident, and my body worn camera was activated.
