On 12/19/2025 at approximately 0312 hours, I was dispatched to 610 W Oglethorpe Ave for a disorderly black male wearing dark blue clothing, yelling, pulling on car door handles and kicking cars.
I arrived on scene at approximately 0317 hours, and observed a male matching the suspect description, actively pulling on the driver door of a white Ford Escape. I activated my emergency lights, and stopped the individual. I asked him for his ID and he provided me a picture of a Jamaican passport. The ID that he showed identified him as Mr. Roger DeSilva, however, he did not return from any of the 50 states.
Mr. DeSilva advised that he was checking the vehicles because he was looking for his wife, who he believed was being held hostage in a vehicle. He advised that he had called the police to this location, however, the reporting party was a security guard, Ms. [WITNESS #1].
Ms. [WITNESS #1] advised that Mr. DeSilva had also been kicking a Mazda 3 and a Subaru Outback, and that she would be able to provide security footage from the Greyhound Bus Station when the manager came in. I also observed dirt on the window that and a dent on the back right door of the Subaru that would be consistent with having been kicked.
The owners of the vehicles were not on scene, and were identified through the registrations. Ofc. Carter sent an Axon Community Request link to Ms. [WITNESS #1] to upload the security footage.
Mr. DeSilva was arrested for three counts of criminal trespass, one for each vehicle. He was also charged with disorderly conduct due to his violent and tumultuous behavior, which caused a reasonable fear for physical safety and the damage of property.
Mr. DeSilva was transported to CCDC and booked without further incident.
