On February 3, 2026, at approximately 3:05 PM, I responded to [2000 BLOCK] Tuskegee Street in reference to an armed robbery call. Initial information indicated the suspects were two Black males wearing all black clothing. One suspect was reported to be armed, wearing a white hat, and carrying a backpack. The reporting information also noted the armed suspect had a tattoo stencil on his hand.

The victim further advised one suspect was identified as “Tyquan,” and that the meeting had been arranged through Tyquan’s Facebook account. It was reported the suspects initiated payment for products via Cash App, canceled the payment, and then produced a firearm while stealing approximately over $500 worth of items.

I contacted the reporting party, [VICTIM #1], by phone to gather additional information. I also utilized Face Time with [VICTIM #1] so he could show me where the incident occurred and confirm the area, as [VICTIM #1] advised he was not from the area and was generally unfamiliar with Savannah.

Upon arrival in the area, I observed a Black male wearing all black clothing standing in the driveway of [2000 BLOCK] Tuskegee Street. I broadcast my observations to nearby units and requested a backup unit, as I intended to conduct an investigative stop in reference to the reported armed robbery. Officer Kurdilla arrived on scene, and we approached the residence. At that time, the male I had observed in the driveway went back inside the residence.

A female later identified as [WITNESS #1] was outside in the driveway. I explained the reason for our presence and asked if she could have the male I observed come back outside so we could speak with him. [WITNESS #1] was cooperative. It was revealed that [WITNESS #2] lived at the residence with his sister, [WITNESS #1], and that several friends were inside the residence. [WITNESS #2] was identified as the male I observed in the driveway wearing all black.

[WITNESS #1] had [WITNESS #2] come out of his room. While at the entryway of the residence, I observed another male exit from [WITNESS #2]’s room, later identified as Ryan Scott. I immediately noticed Ryan Scott had what appeared to be a tattoo stencil on his hand, which matched a specific detail provided by the victim during the initial 911 call. While inside the entryway, I also heard significant commotion coming from [WITNESS #2]’s room, leading me to believe there were additional individuals inside the residence.

Based on the totality of the circumstances and the matching identifying detail, I placed Ryan Scott in handcuffs pending the investigation. Ryan Scott stated words to the effect of he had “just got out of the car.” [WITNESS #2] and Ryan Scott were placed in marked patrol vehicles while the investigation continued.

As additional individuals exited, I came into contact with Tyquan Floyd. At that point, I had exhausted my available handcuffs, so I escorted Tyquan Floyd outside to the front area of the residence and instructed him to sit on the front doorstep while the investigation continued. An additional male, [REDACTED], was also located inside the residence and was instructed to sit on the front doorstep.

I advised Sergeant Simmons of my observations and requested that we hold the residence pending CID response for a search warrant. [WITNESS #1] then advised her brother had four additional friends inside the residence. I informed [WITNESS #1] we needed to have everyone exit the residence in order to preserve evidence and maintain scene security.

Sergeant Simmons arrived on scene, and I advised I would conduct a safety sweep of the residence to ensure no additional subjects were inside, due to the nature of the call and the evolving detention situation. A safety sweep was conducted, and no additional subjects were located.

I then requested Tyquan Floyd’s name and date of birth, which he provided. At that time, I recognized Tyquan as the name that had been provided by the reporting party and victim as one of the suspects involved in the armed robbery, and that it was Tyquan’s Facebook account that had reportedly arranged the meeting. I took control of Tyquan Floyd by his arms to place him into custody and removed an iPhone from his hand, setting it down to secure it.

Tyquan Floyd immediately picked the phone back up, pulled away, and attempted to hand the phone to [WITNESS #1] during the physical resistance. During this struggle, an unknown Black female approached quickly toward me, Sergeant Simmons, and Tyquan Floyd. I used my left hand to push the female back and gave verbal commands to step back, as multiple individuals were surrounding me and Sergeant Simmons, obstructing our actions and creating a safety concern.

Tyquan Floyd was secured in handcuffs and placed in the back of a marked patrol vehicle. Major Crimes personnel arrived on scene, and a drive-by lineup was later conducted with the victims. I maintained custody of Tyquan Floyd until he was transported to Central Precinct for further questioning. An NCIC/GCIC query revealed Tyquan Floyd had an active warrant through Chatham County Police Department for robbery, dated February 2, 2026.

All detainees other than Tyquan Floyd and Ryan Scott were released on scene.
