On 01/30/2026, I, Ofc. Jeffrey Pack [66443] was operating as a member of the SPD’s Eastside precinct, Patrol Division. I was utilizing a marked police vehicle, wearing my full police uniform with my issued badge clearly displayed. All events in this report happened within the City of Savannah, Chatham County, State of Georgia, unless otherwise noted. At approximately 17:17 hours, I responded to [500 BLOCK] Pennsylvania Ave #[REDACTED], in reference to a domestic violence call per dispatch.
Upon arrival, I made contact with the reporting party, [VICTIM #1]. Mrs. [VICTIM #1] advised that at or around 1600 hours, she went to [2300 BLOCK] Bayberry Drive to pick up her son, [REDACTED], from his father, Samuel Foster. Mrs. [VICTIM #1] then advised that while she was inside the residence, Samuel accused her of being pregnant and stood in front of the door, in an attempt to stop her from leaving. Mrs. [VICTIM #1] stated that Samuel then threw her against the wall, took her cell phone, and began to “choke” her.
When I asked Mrs. [VICTIM #1] what she meant by “choke”, she stated that Samuel placed one hand around her throat and applied a large amount of pressure. Mrs. [VICTIM #1] stated that on a scale of 0-10, where 0 means the least amount of pressure applied and 10 means the most amount of pressure applied, it felt like a 7. Mrs. [VICTIM #1] also stated that she feared for her life but did not lose consciousness during the “choking”. Mrs. [VICTIM #1] refused to be examined by medical on scene.
I did not observe any physical marking or eye petechiae on Mrs. [VICTIM #1] while I was on scene.
It is important to note that Mrs. [VICTIM #1] stated that Samuel had previous charges for Domestic Violence incidents in Connecticut, prior to them moving to Savannah.
Mrs. [VICTIM #1] was read Domestic Violence Lethality and screened in for Safe Shelter, but she refused to speak with them at the time of the incident.
Cpl. Van Bramer was notified, and a Family Violence Detective responded to the scene.
Mrs. [VICTIM #1] was issued a CRN Card and advised on how to obtain a copy of the report.
This concludes my involvement in this investigation.
