On February 17, 2026, I, Ofc. Green (#246), responded to [100 BLOCK] Priscilla D. Thomas Way, Apt. #[REDACTED], regarding a disturbance. The initial 911 caller, later identified as Sandra Roberts (DOB [REDACTED]), reported that a previously trespassed male was banging on her door attempting to gain entry.

I have prior knowledge of this residence and the involved parties. I have responded to multiple previous disturbances between Sandra Roberts and [VICTIM #1] (DOB [REDACTED]). Based on my prior interactions, [VICTIM #1] resides at this location as his primary residence. Sandra has routinely contacted law enforcement attempting to have [VICTIM #1] removed or trespassed despite his established residency. She has previously been advised on Georgia landlord-tenant law and that officers cannot remove a lawful resident absent court order or arrestable offense.

FIRST CONTACT WITH [VICTIM #1]

Upon arrival, [VICTIM #1] was seated outside in Sandra’s vehicle. He stated Sandra had asked him to retrieve her wallet and then locked him out of the residence. He admitted to banging on the door after being locked out. Officers attempted to contact Sandra by knocking and calling her phone; she refused to answer both. [VICTIM #1] was advised he had lawful right to enter his residence and that officers had no authority to prohibit his entry absent criminal conduct. At this time, [VICTIM #1] was wearing a hoodie covering his head. No visible injuries were observed during this first contact. Officers cleared the scene.

REPEATED FRAUDULENT 911 CALLS

Less than an hour later, Sandra called 911 again reporting that a male was attempting to enter her home. Again, she refused to answer her phone or the door when officers attempted contact. A third call was later received by dispatch and EMS from a neighbor stating [VICTIM #1] had a severe head wound and had passed out on the grass.

Upon arrival, [VICTIM #1] was seated in the driver’s seat of the vehicle with his hoodie down. At that time, I observed a large, deep laceration to the back of his head. The wound appeared consistent with blunt force trauma rather than a fall. The laceration had a defined indentation pattern as if struck by a hard object with downward force.

I also observed multiple fresh scratch marks on his neck, some with dried blood. When asked what happened, [VICTIM #1] stated he “slipped and fell hitting the railing.” Based on my training and experience, as well as EMS’s assessment, the wound pattern was not consistent with an accidental fall. EMS personnel also advised the indentation in the wound suggested impact from a solid object.

[VICTIM #1] could not explain the neck scratches and initially declined medical transport. While officers were actively on scene with [VICTIM #1] and EMS, Sandra again contacted 911 reporting that the same male was attempting to enter her residence, even though officers were physically present with [VICTIM #1] at that time. When dispatch asked her to step outside, she refused and stated she did not want to speak with anyone.

At approximately 1:44 a.m., Sandra placed yet another 911 call alleging [VICTIM #1] had thrown a brick through her window. Responding officers confirmed no windows were damaged and no brick was present. Based on the totality of these repeated knowingly false reports, there was probable cause to believe Sandra had unlawfully used 911 in violation of OCGA 16-10-28.

DAMAGE TO RESIDENCE

[VICTIM #1] later admitted he attempted to force entry into the residence by striking the lock with a hammer after being locked out. Officers observed significant damage to the door lock consistent with his statement. Multiple neighbors advised officers that Sandra and [VICTIM #1] frequently argue and that this disturbance had kept them awake all night. Several neighbors stated [VICTIM #1] had been banging on the door attempting entry but also indicated the situation was ongoing and volatile between both parties.

CONTACT WITH SANDRA/ENTRY INTO RESIDENCE

Sandra eventually appeared at a side window and stated she had been sleeping and had just woken up. This statement was inconsistent with her multiple 911 calls throughout the evening describing active attempts to gain entry. She repeatedly refused to exit the residence. When she finally agreed to come out, she was unable to open the door due to the damage caused to the lock. Fire personnel responded to assist in safely opening the damaged door so she could exit.

At this point, based on:
Her repeated knowingly false 911 calls
Her inconsistent statements
The observable injuries to [VICTIM #1]
The escalating disturbance
There was probable cause to detain and arrest Sandra for unlawful use of 911 and maintaining a disorderly
house (OCGA 16-11-44).

Sandra was placed in handcuffs, checked for proper fit, and double locked.

DISCOVERY OF BLOOD/EVIDENCE INSIDE RESIDENCE

While on scene, officers observed through the doorway multiple broken items inside the residence and visible blood stains on the living room couch. Due to this plain view evidence and [VICTIM #1]’s status as a lawful resident, officers entered the residence with [VICTIM #1] present.

Upon further conversation, [VICTIM #1] became truthful and stated that after returning from dinner, he and Sandra began arguing. He stated Sandra struck him in the back of the head with a glass ashtray, causing the severe laceration. He stated the assault occurred in the bedroom.

When I entered the bedroom, I immediately noticed a strong odor of cleaning chemicals. The floor was wet and appeared freshly mopped. I observed blood droplets on the floor and walls consistent with cast-off or impact spatter from a head wound. In the bathroom, officers located:

A small towel with dried blood
A wet blue towel with blood stains
A recently used mop with visible blood residue

These items were consistent with an attempt to clean and conceal evidence. [VICTIM #1] stated he used a towel to apply pressure after being struck and bleeding heavily. The towel located matched his description. Photographs were taken of all blood evidence, damaged property, and cleaning materials and uploaded into the case file.

PROBABLE CAUSE FOR AGGRAVATED BATTERY

Under OCGA 16-5-24, a person commits Aggravated Battery when they maliciously cause bodily harm by seriously disfiguring another person or by depriving them of a member of their body. Sandra struck [VICTIM #1] in the head with a glass ashtray, causing a deep laceration requiring medical evaluation and producing significant blood loss. The severity, location, and force of the injury support that serious bodily harm occurred. The weapon used, a glass ashtray, constitutes an object capable of causing serious injury when used offensively.

Additionally, her attempts to clean the scene and her repeated false 911 calls demonstrate consciousness of guilt and an effort to obstruct the investigation, supporting a charge under OCGA 16-10-94 (Tampering with Evidence) and OCGA 16-10-24 (Obstruction).

Her repeated knowingly false emergency calls support unlawful use of 911 under OCGA 16-10-28.

Ofc. Hanafin read Sandra her Miranda rights. She stated she understood and declined to provide a statement. Sandra was transported to the Chatham County Detention Center for booking on:

Aggravated Battery (OCGA 16-5-24) – Family Violence
Tampering with Evidence (OCGA 16-10-94)
Obstruction of Law Enforcement (OCGA 16-10-24)
Unlawful Use of 911 (OCGA 16-10-28)
Maintaining a Disorderly House (OCGA 16-11-44)

During booking, Sandra told jail medical staff she had a head wound in an apparent attempt to delay incarceration. She was transported to Memorial Hospital, medically cleared, and returned to the detention center.

The physical injuries, medical assessment, blood evidence throughout the residence, cleaning attempts, inconsistent statements, repeated false 911 calls, and [VICTIM #1]’s detailed account collectively establish probable cause that Sandra Roberts committed aggravated battery and subsequent related offenses. All photographs and evidence were documented and uploaded. Sandra is awaiting arraignment.
