On March 15, 2026, at approximately 2338 hours, I was dispatched to 200 Tanger Outlets (Tanger Outlets), Pooler, Chatham County, GA, 31322, in reference to a found juvenile.
I arrived on scene and met with [Mr. WITNESS #1]. Mr. [WITNESS #1] was behind Texas Roadhouse near the vending machines when he heard a sound. He began to look around and saw the juvenile wondering around. He attempted to talk to the juvenile and see where the juvenile’s parents were located. The juvenile could not tell them any information, so he ended up contacting police.
It should be noted that when officers arrived on scene, the juvenile had walked across Tanger Outlets towards the Metro Diner. Mr. [WITNESS #1] had followed the juvenile to ensure nothing happened to him. At the time of the call, it was very overcast and windy. It was also starting to rain while we were on scene with the child. Tanger Outlets is an open area mall that was exposed to the elements.
I had several officers respond to the area and start to canvas the area looking for any possible guardian of the juvenile. While officers were looking for a guardian, the juvenile informed Ofc. Bedwell that his mother drives a car that looks like the transformer bumble bee. I had noticed that there was a yellow Camero in a section of the Tanger Outlets parking lot next to another vehicle with the headlights on. The vehicle with the lights on was a black Chevrolet Impala that had two subjects in it.
The male driver was Mr. [WITNESS #2] and the female passenger was Ms. Sarah Brown, the juvenile’s mother. Ofc. Davis initially spoke with them and they both denied having a child with them. I began to look closer at the Camero and saw that it had a transformer symbol on the side and I asked Ofc. Davis if this vehicle belonged to either Mr. [WITNESS #2] or Ms. Brown. Ms. Brown exited the vehicle and advised it was her vehicle and that she did have a child.
Ms. Brown then approached me and I asked where he child was supposed to be at. She advised that the juvenile was with her parents, Mr. [REDACTED] and Ms. [REDACTED], at that residence. Ms. Brown advised that she had been at Dave and Buster’s earlier this evening. I asked her if her parents were with her and she stated that they were not. I asked her where the juvenile was while she was at Dave and Buster’s and she again stated he was with her parents. I then stated the child was not with her parents and was wondering around Tanger Outlets and had been for at least the last hour.
Ms. Brown looked towards her vehicle as if to see if the juvenile was still in the vehicle. I then pointed to another patrol car in line of sight with us and stated that was where the juvenile was located. I again asked Ms. Brown if her parents were supposed to have the juvenile and where they were located. She stated that they were at their residence in Pooler and gave an address that was several miles away from Tanger Outlets. Ms. Brown would eventually say that the juvenile was supposed to with her and had been with her this evening.
At this point, the juvenile had been left to wonder around Tanger Outlets in inclement weather with no supervision for at least an hour without Ms. Brown’s knowledge. The juvenile child was upset and distraught that he could not find his mother, and was very agitated with officers.
I made the decision to place Ms. Brown under arrested for Cruelty to Children in the Second Degree. I placed her in handcuffs that were double locked and adjusted for fit, and I gave her to Ofc. Strayer who placed her in the rear seat of his patrol vehicle. Mr. [WITNESS #2] would later advised officers Ms. Brown had been in his vehicle since 2230 hours. Which means the juvenile was left unattended for more that an hours before he was located by Mr. [WITNESS #1].
Ms. Brown was able to provide officers with contact phone number for her parents, but officers could not get them to answer their phones. Ofc. Schmitt III responded to their address and was able to get them to wake up. Ofc. Schmitt III informed them of the situation and they responded to the scene to take custody of the juvenile as well as the vehicle.
The DFCS was contacted and case manager Ms. [REDACTED] responded to the scene. She conducted her investigation and the juvenile was released to his grandparents. Ofc. Strayer transported Ms. Brown to CCDC were she was released to the on duty jail staff without incident. Due to the felony charge, Ms. Brown was not given a bond at this time. She was given a court date of June 25, 2026 at 10:00 AM. No subpoenas were issued at this time due to the possibility of Ms. Brown’s court date changing depending on if she gets issued a bond.
The on call patrol commander and on call CID were notified of the incident.
