On Saturday, 6/27/26, around 0025, Officer Kareem responded to [2400 BLOCK] E 39th Street to assist Officer Boehm with a domestic call.
Upon arrival, I made contact with the complainant, [VICTIM #1]. She stated that the subject, Shuaib Moultrie, called her at approximately 2255 hours and said, “You played me,” while also cursing at her. Mr. Moultrie later arrived at the house, even though Ms. [VICTIM #1] told him not to come because she had work in the morning. When he arrived, he then told her that he needed his stuff from the house. She allowed him into the house, and then he refused to leave.
She further stated that she thought he was going to hit her when he started to “Walk up on her.” She then ran from the house and called the police. She also stated that he was following her with his car and said, “I should run your a*s over.” When asked what vehicle he drives, she advised it was a Buick Sedan. When asked about where he parked his vehicle, she advised that he parked west of our location. along with Officer Ellis, located it around [2300 BLOCK] E 39th Street. I later observed 4 red Solo cups with an unknown liquid in them. The 4 cups were stacked into 2.
We were flagged down by a witness to the incident, [WITNESS #1]. He stated that he was sitting on his front porch and observed Mr. Moultrie driving his vehicle while following Ms. [VICTIM #1]. He could hear her yelling at Mr. Moultrie to get away. He then observed Mr. Moultrie park his vehicle and follow Ms. [VICTIM #1], who was trying to go in another direction from where he was going.
Mr. [WITNESS #1] advised me that he recorded everything on his phone. I sent him a link to our digital evidence system, where he uploaded the footage.
