On 10/8/2025 at 15:02 hours I received a call for service in reference to a suspicious person at the bus stop in front of [4300 BLOCK] Augusta Road (Chatham City Apartments). Dispatch advised the complainant stated there is an intoxicated male walking in the roadway and he through a bottle at a car and was swinging at cars.

Once on scene I located the intoxicated white male at the bus stop at Highway 21 and Prince Preston drive. He was lying on the ground yelling obscenities at passing cars next to his bicycle. He was identified as Steven Martin Helmken by his Georgia Identification Card and stated he is homeless and living in the woods off Highway 80 in Garden City.

I then went back to my patrol vehicle and ran him, and he wasn’t wanted. I told him to push his bicycle and go to his homeless camp and stay there, as I walked away, I heard a bottle open, and he pulled out another airplane bottle of fireball after throwing one in the trash and began consuming more alcohol. The bottle of fireball that was thrown at a vehicle was located on the side of Highway 21 in the drainage area. A photo was taken, and it will be attached to the case.

It was at that time I chose to place him under arrest for Public Drunkeness, Disorderly conduct and cited him for a city ordinance for Possession/Consumption of Alcohol in Public. He was handcuffed behind the back double locked and sized to fit. He was then searched removing his two wallets, cell phone and some change and keys before being placed in the rear of my patrol vehicle.

I then transported him to the Chatham County Detention Center, and he was given a bond of $1000.00 per the preset bond schedule. He signed his arraignment waiver acknowledging that he understood what his bond was and that he had a mandatory appearance on December 10th, 2025, at 10:00 hours at the Garden City Municipal Court building. His copies of the citation, arraignment waiver and subpoena were placed in his property bag along with his two wallets, cell phone and some loose change and a set of keys containing his bicycle lock key.

He requested that his bicycle be chained up behind the bus stop and his backpack be left behind the Crab Bucket on Highway 80. APO Brown then chained up the bike with his bicycle lock.

After Clearing the jail, I placed his backpack behind the requested building with my body camera activated.
