Officer’s Narrative:

On the above date and time I responded to the above listed location in reference to a possible domestic in progress.
While en route minimal information was given other than call notes advising the incident took place at the [REDACTED] building. No suspect description or victim description was given and no possible vehicle description was given.
I get to the apartment complex and drive past a group of women walking towards the entrance to the apartment but they did not appear to be fighting or arguing and did not attempt to waive me down so I proceeded into the apartment complex and attempted to locate the [REDACTED] building. While canvassing I realized there was no [REDACTED] building and came to the conclusion that dispatch probably meant to put [REDACTED] building.
While approaching the [REDACTED] building I was advised that either the victim or suspect was walking down Chatham Parkway. I get back to the entrance to the apartment complex where I see a black female and small child standing on the corner. I asked if she called the police to which she stated she did not. I then heard screaming and what sounded like a verbal altercation taking place around the back side of a fence on the south side of the entry way in the wood line.
I then walk around the corner and see a black female with a black dress holding a black female in a white shirt up against a fence. I immediately get up to the two individuals. Just prior to me getting to her I observe the female in the black dress swing her right arm with a closed fist at the female in the white shirt. It did not appear as though she made contact with the female in the white.
I then grab the female in the black and begin to place her into handcuffs when the female in the white walks up to me and tries to get me to stop. At this time I can see that the white shirt had been crumpled along the neck line consistent with being forcefully grabbed. While attempting to escort the suspect back to my vehicle she continued being irate by screaming and yelling and cussing stating things such as “get the f*ck off me”.
While screaming I observed the female I was taking into custody lunge her head towards the victim and made a noise consistent with spitting. I did not appear at the time that she was able to make contact to the victim with the spit. She continue to scream things such as “lame a*s h*e” “f*ck wrong with this b*tch” “the f*ck you care too much about your f*ck a*s job” “I hate yo a*s b*tch” all in front of a small child (approximately 4 years of age) that was clearly upsetting the child resulting in her crying.
At this time a backup officer arrived so I could secure the suspect in a vehicle due to my vehicle being occupied by my police dog.
I then began speaking with the other two parties and gathering information. The victim identified herself as [VICTIM #1] and stated she lives in the apartment complex in apartment #[REDACTED]. She stated her and the arrestee have been together off and on for 2 years. She also stated they were living together until last week.
Ms. [VICTIM #1] was attempting to get the suspect released throughout the entire conversation and refused to allow me inside of her apartment to view any potential damage or evidence of further crimes inside of the apartment. She did stated however that the suspect, Terkyra Hall came over with her friend to talk and they got into an argument regarding a mailbox key. She stated this argument continued but that nothing got physical just a lot of screaming. She also stated her TV was never actually broken she just though Ms Hall was going to break it.
I then spoke with Ms. Hall who stated her and her friend, [WITNESS #1] came to the residence listed above and got into an argument regarding a mailbox key. Ms. Hall advised the victim Ms. [VICTIM #1] mushed her in the face as they were arguing in the apartment. Ms. Hall stated she tried to leave and Ms. [VICTIM #1] began following her. Ms. Hall stated that is when the physical altercation occurred and that she had a busted lip.
Ms. hall stated that they were both hitting each other, however I did not observe this when I got around the corner, only Ms. Hall swinging at Ms. [VICTIM #1]. I did observe some sort of darker crust on the corner of Ms. Halls mouth where the lower and upper mouth meet but was unable to determine whether it was old or new and weather it was an injury or not. A photo of it will be uploaded to Evidence.com. Ms. Hall also stated she lives in the apartment listed.
I then spoke with Ms. [WITNESS #1] who stated they were at the apartment and that Ms. [VICTIM #1] and Ms. Hall got into a verbal argument. I asked if the argument got physical inside of the apartment and she stated she did not know because she was on the phone. Ms. [WITNESS #1] did state that the argument started over a mail box key.
Officer Kelly attempted to conduct a DV Lethality Questionnaire with the victim and she refused to answer any of the questions.
Based off my observations Ms. Hall was charged with two counts of simple Assault DVA (swinging at Ms. [VICTIM #1] and Spitting at Ms. [VICTIM #1]), Simple Battery for the unlawful touching of Ms. [VICTIM #1] resulting in the stretched shirt around the neck area, and disorderly conduct for the screaming and cursing in front of the child after multiple demands for her to stop.
Officer Kelly then transported the suspect to CCDC.
