On 09-17-2025 at approximately 0230 hours I observed a gold Toyota sedan traveling east on W 39TH Street from Burroughs Street with a temporary tag affixed to it. I ran the displayed tag number through NCIC/GCIC and it returned with no associated vehicle. I continued to follow the vehicle to the One Stop Shop on Montgomery St and W 37TH Street in order to get a closer look at the tag number. The driver (later identified as Terri Williams) stopped in front of the store and did not get out of the vehicle, I ran the tag number twice more each time returning with no no information.

Utilizing emergency lights and sirens I initiated a traffic stop. Williams immediately exited the vehicle and shut the door. I advised her this was a traffic stop and she was not free to leave. I advised Williams of the tag and she advised she just bought the vehicle and paid cash for it and the person who sold it to her said the tag was good and she trusted him. She advised she did not have a bill of sale or title or anything in the vehicle that would prove she bought the vehicle.

Williams subsequently admitted to having marijuana in her pocket. I removed the marijuana from where she advised it was located and called for a female officer to respond to the incident and search Williams person.

I advised Williams I was going to search the vehicle, she refused to give me the key. I attempted to take the key from Williams hands and she became increasingly nervous and amped up, she did not allow me to take the key and advised she did not give any consent for us to search her vehicle. I advised Williams she was being detained and attempted to take the keys and place her hands behind her back, she physically resisted, pulling her arms away and not willingly putting them behind her back. I had to force the keys out of her hand.

I advised Williams she would be charged with obstructions if she continued. She continued to offer resistance to officers both during the process of securing double locked hand cuffs and getting into the patrol vehicle, by way of pulling away from officers, attempting to use her body and weight to resist getting into the patrol vehicle.

A search of Williams vehicle yielded 5 pre packaged dime baggies containing crack cocaine (3.5GM) located inside of a cloth glasses case that was placed in the cup holder between the driver and passenger seat. Also recovered was a flip phone and a tablet. A second cell phone was recovered from her person.

While in the back of my patrol car Williams became outraged and began screaming that she had to urinate, she began forcefully kicking my patrol vehicles door and window bars. I advised Williams she would have to wait until we arrived at the jail to use the restroom. She continued to yell and advised she was going to urinate on my car. I advised her that would bring more charges. Williams stood up and pulled her pants down to her ankles and urinated in the back of the patrol vehicle.

The vehicle was towed by Tims Wrecker service, and Williams was transported to Chatham County Detention Center where she was booked on the following charges:

16-13-30(a) Possession of a controlled substance (Crack Cocaine Field test positive for cocaine and Fentanyl submitted to GBI for testing)

16-13-30(a) Possession of a controlled substance (Fentanyl field test positive submitted to GBI for further testing)

16-13-30(b) Possession of a controlled substance with intent to distribute (Crack Cocaine) With my knowledge training and experience in local narcotics practices and trends, I recognize the possession of the Crack Cocaine being evenly distributed in separated small baggies, cash money, and multiple electronic devices to be consistent with practices of individuals selling and distributing narcotics.

16-13-30(j) Possession of marijuana under an ounce

16-6-8 public indecency Due to Williams pulling down her pants and urinating in public, in front of officers with no reasonable expectation of privacy.

16-10-24 Obstruction due to Williams willfully resisting arrest and not willingly placing her hands behind her back and resisting officers attempt to place her in the back of the patrol vehicle.

16-11-39 Disorderly Conduct by acting in a violent manner toward officers, violently kicking the patrol vehicles doors and windows/bars, inciting an immediate breach of the peace.
