On November 4, 2025, I responded to 13 E York St regarding a male who was laying on the ground actively mast*rbating.

Upon my arrival on scene, I saw a white male subject who was later identified as Mr. Timothy Hucks laying on the sidewalk with his hands in his pants. His hands were going in the back and forth motion. I gave Mr. Hucks a verbal order to stop to which he complied. Mr. Hucks was immediately placed in hand cuffs and escorted to my marked patrol unit.

Myself and Ofc. Burgess searched Mr. Hucks incident to arrest and placed him in the back of my marked patrol unit.

I went into the business, where I spoke with Ms. [WITNESS #1] who reported she saw Mr. Hucks come lay out in front of the business. She stated seeing him reach into his pants and noticed he was mast*rbating as his hand was going in the back and forth motion. Ms. [WITNESS #1] informed me he would stop when he noticed someone was walking or driving by, then would go right back to doing it after they passed by.

While looking through Mr. Hucks’s belongings, I discovered a box that was labeled “Covert Disposables”. Upon further investigation, it was discovered the box contained a vape pen that contained THC as it was labeled on the back of the box.

Mr. Timothy Bucks was charged with Public Indecency (O.C.G.A. 16-6-8), as he was observed mast*rbating inside his pants in a public setting. He was also charged with Possession of a drug related object (O.C.G.A. 16-13-32.2), as he was in possession of a vape pen containing THC.

Ofc. Burgess took possession of the pen and turned it into the property room to be destroyed. Mr. Hucks was transported and booked into the Chatham County Jail without incident.
