On December 15th, 2025, at 1037 hours, I was dispatched to [3300 BLOCK] Ogeechee Road, Unit #[REDACTED], regarding an assault that had just occurred. After my investigation, this was determined to be a domestic.

The call notes stated the caller was strangled and scratched by her ex-boyfriend, who was named Timothy Owens. A description was aired, and OFC Schaff canvassed the surrounding area this was unsuccessful.

I arrived on scene and began speaking with the victim. The victim identified herself as [VICTIM #1]. When first speaking to [VICTIM #1] immediately realized there were visible lacerations to her neck, chest, and wrists along with redness. [VICTIM #1] declined EMS.

[VICTIM #1] stated the altercation started when she brought up the topic of separating due to his lack of employment and support. He began to pack his things. He then became angry, smacked a plate of rice on the floor. Once [VICTIM #1] requested for her hair, which was twisted into his hair back, he picked up a plastic bag full of trash. He then smacked her in the head with the bag of trash. This occurred towards the front door of the unit. He then ran towards her from the front of the apartment. With one hand extended, he grabbed her by the neck while simultaneously pushing her further into the unit. He continued this until she was pushed against the bathroom sink counter.

At this point, she grabbed his face in an attempt to stop him and scratch him. He then grabbed her wrist and released her. He then picked up a can and threw it at the wall near the air conditioning unit prior to fleeing the apartment on foot. Please note I did observe a dented can on the floor and two holes in the wall near the air conditioning unit.

I then asked how long the two had been in a relationship she stated 2 years, and he has been staying with her for roughly 5 months. She also noted Owens has an ankle monitor on and is on house arrest; the last time he was on house arrest, he conducted it at her place. This time, she is unaware of where he is set to do his house arrest.

I then asked if, while being strangled, she lost consciousness; she stated no, but she felt lightheaded. I then asked if she felt she could breathe at the time she stated no. I then checked for peticha; there were no signs of it.

SGT Colon was notified. Detective Purdee responded to the scene. Once he arrived, Det. Purdee (63520) reinterviewed [VICTIM #1]. [VICTIM #1], during this interview, stated she had no other place to stay and agreed to contact Safe Shelter. [VICTIM #1] spoke on the phone with Safe Shelter for arrangements. After this, I completed a DVA lethality form.

Pictures of [VICTIM #1]’s injuries and property damage were uploaded to Axon.

A case report number was created. A CRN card was explained and given to [VICTIM #1].
