On April 23, 2026, at approximately 3:56 PM, I was dispatched to 535 East 63rd Street for a verbal domestic incident.

I initially reported to 535 East 63rd Street and spoke with Ms. [VICTIM #1]. Ms. [VICTIM #1] explained that she and her fiancee, Timothy Owens, were having a verbal altercation that began at Gateway (4451 Paulsen Street) and continued south towards the fire department (535 East 63rd Street). Ms. [VICTIM #1] explained that Mr. Owens threw her phone (a TCL, unknown model, worth approximately $75) to the ground, damaging the screen. Officer Buck continued to canvas the area for Mr. Owens based on the description and direction of travel provided to her by the fire department.

I spoke to witnesses at the station, and firefighter [WITNESS #1] stated that he and his coworkers heard the altercation outside the station and helped separate Mr. Owens and Ms. [VICTIM #1] until police arrived. Mr. [WITNESS #1] stated that they could not hear the entire verbal altercation, but did hear Ms. [VICTIM #1] demand the cell phone, and then saw Mr. Owens throw the phone to the ground. Mr. [WITNESS #1] stated that Mr. Owens left to the north, back towards Gateway.

As I was speaking with Ms. [VICTIM #1], Officer Buck located Mr. Owens walking north in a parking lot at 4425 Paulsen Street. Based on witness and victim descriptions of Mr. Owens throwing the cell phone to the ground, I responded to Officer Buck’s location and detained Mr. Owens pending further investigation into this incident. Mr. Owens was placed in handcuffs, verified for fit, double locked, and then placed in the backseat of my marked patrol vehicle. I transported Mr. Owens back to the fire station as we continued the investigation into the incident.

Prior to detaining Mr. Owens, he spoke with Officer Buck and I and admitted to having a verbal altercation with Ms. [VICTIM #1] and also to throwing the cell phone. Mr. Owens stated that Ms. [VICTIM #1] gave him the cell phone as a gift, but demanded it and the clothes he was wearing back, as she stated they belonged to her.

I returned to speak with Ms. [VICTIM #1], and she explained that Mr. Owens had only recently been released from jail for a prior domestic violence incident, where he was arrested for aggravated assault with strangulation. Ms. [VICTIM #1] explained that the phone Mr. Owens was using was one she uses for her child to play games on. Ms. [VICTIM #1] stated that when she booted the phone on after Mr. Owens threw it, she discovered text messages he sent to his mother that stated “I need you to come get me” “before I kill [VICTIM #1] cuz she got me f*cked up.” This message was time-stamped at 3:37 PM, approximately 20 minutes before police were called for the domestic disturbance.

I called Sgt. Richardson due to the prior incidents of domestic violence. Due to the nature of the prior incidents, Sgt. Richardson had me reach out to the domestic violence detectives to run the incident by them. I spoke to Detectives Purdee and Hogan, who explained that Mr. Owens had active probation conditions that included no violent contact with Ms. [VICTIM #1], which was violated by the act of damaging the cell phone.

Mr. Owens was arrested for the following:

Criminal Trespass DVA (OCGA 17-7-21) for the act of damaging the cell phone belonging to Ms. [VICTIM #1].
Aggravated Stalking (OCGA 16-5-91(B)) for the act of violating the probation conditions.
Terroristic Threats (OCGA 16-11-37) for the messages located on the cell phone.

While transporting Mr. Owens to the Chatham County Detention Center, he stated that Ms. [VICTIM #1] has been consistently cutting him with a knife while he sleeps and indicated that he has scars on his body due to the cuttings. Mr. Owens also stated that Ms. [VICTIM #1] had threatened to kill him if he attempted to leave her. Mr. Owens also stated that he had ideations of killing himself. Mr. Owens stated that Ms. [VICTIM #1] had his watch and refused to return it.

As we approached CCDC, Mr. Owens uttered, “What can I do to get you to shoot me?”, causing me to ask for another officer to meet me at CCDC before attempting to transport Mr. Owens inside. Star Corporal Hill responded and assisted me with walking Mr. Owens inside for the booking process.

Mr. Owens was transported without additional incident, but was immediately placed on suicide watch by jail staff.
