On Sunday, December 7, 2025, I responded to the report of an altercation involving an individual being strangled.
Upon arrival, I met with the victim, who was identified as [VICTIM #1]. She stated the altercation involved her and the suspect, who was identified as TOLLEN BARTLEY.
[VICTIM #1]-
[VICTIM #1] described their relationship as dating for a couple of weeks; however, they do not live together, or currently have any children together.
[VICTIM #1] said earlier, following Bartley getting out of the shower, he “Had an attitude” and she asked him to leave.
When he did, he left the front door unlocked, and she called him to come get his personal items from her home.
When he returned, they got into an argument, and Bartley snatched her phone out of her hand and put it in his jacket pocket. When she tried to take the phone back, Bartley grabbed [VICTIM #1] around the neck and throat using both hands. She said it was difficult to breathe as this went on. While his hands were around her neck and throat, he pushed her down onto the couch, table, and bed. In addition, Bartley hit her in the stomach. This resulted in her telling him that she might be pregnant, which made him stop hitting her.
Following the incident, Bartley left, taking her phone with him. Using her other phone, she tracked the phone to [600 BLOCK] West Gwinnett Court, where Bartley was later found and arrested.
In the living room area of the home. Items were scattered around, which [VICTIM #1] said was a result of the altercation.
EMS responded to evaluate [VICTIM #1], as she was still experiencing pain in her neck and throat. Furthermore, she had concerns about the possibility of being pregnant and the health conditions she has. [VICTIM #1] chose not to be transported by EMS and called a family member to take her to the Emergency Room.
[VICTIM #1] had visible bruising on her neck. Pictures were uploaded to Evidence.com.
Bartley-
Bartley said they are not in a relationship and that they have only been talking for a couple of weeks. He also said that he can “Do what he wants”, because he “Is single”.
Bartley stated he left the home after taking a shower. He forgot one of his phones there and to lock the door. She called and texted him to come get his items.
When he returned, she immediately started “Hollering” and “Wrestling” with him. He found his phone broken and his Social Security card, which he keeps on the back of his phone, ripped up. Because of this, he took her phone, which was lying on the couch, and said she had to send him money to replace it, which resulted in the altercation and his leaving with her phone.
Bartley had a scratch under his nose that he said was from her. He denied the actions [VICTIM #1] described, saying, “She doesn’t have bruises”.
Bartley was found at the address provided by [VICTIM #1], where he was placed under arrest. The handcuffs were checked for proper fit and were double-locked. Bartley was searched incident to arrest. [VICTIM #1]’s phone was found in Bartley’s possession and returned.
Bartley was transported to Memorial Medical Center for medical clearance. He was then transported and booked into the Chatham County Detention Center without incident. His property remained with him in jail.
A supervisor responded to the incident.
***CHARGES***
16-5-21 “Aggravated Assault”.
[VICTIM #1] stated Bartley strangled her using his hands, restricting her breathing. She had visible bruising corresponding to her statements.
16-8-2 “Theft by Taking”.
Bartley took and still had [VICTIM #1]’s phone in his possession during his arrest.
