On 2/24/26 at approximately 1750 hours, I was dispatched to an accident with injuries at Rommel Avenue and Varenadoe Avenue, Garden City, Chatham County, Georgia 31408.
Complainant: [VICTIM #1].
[VICTIM #1] stated she was inside her residence at [100 BLOCK] Rommel Ave. when she heard a loud crash outside. [VICTIM #1] stated she looked and saw a vehicle in the ditch in her front yard and called 911 for an accident. [VICTIM #1] stated her mailbox was knocked down due to the accident. [VICTIM #1] stated while on the phone with 911, the male driver exited the vehicle and began to walk towards Highway 21 and away from the scene of the accident. [VICTIM #1] also advised 911 that the female passenger exited the vehicle and began to walk towards Highway 25 away from the accident.
Ofc. Salva stated that he found the driver at the intersection of Highway 21 and Rommel Ave. while Cpl. Shuford stated he found the passenger on Varenadoe Ave. near Rommel Ave. I went to Ofc. Salva, as I told him I would take the report, and he provided me with the male’s ID.
I began to speak with the male, Trell Brown, and could smell a very strong odor of an alcoholic beverage emitting from his breath. I asked Trell where he was coming from, and he stated he was trying to call someone because his vehicle lost control and wrecked into a ditch. Trell stated he was trying to get to Westgate, [100 BLOCK] Pricillia D Thomas Way, and was taking the back roads coming from Savannah.
I asked Trell how much alcohol did he consume today, and he stated one drink. It should be noted, while standing and speaking with Trell he had watery bloodshot eyes. Trell also swayed from side to side and back and forth when standing still. I asked Trell if he would perform Standardized Field Sobriety Test, and he stated yes.
I asked Trell if he wore contacts and/or glasses, and Trell stated no. Trell was facing away from passing traffic, standing on a flat concrete area free of obstructions. Daylight illuminated the area. All forward-facing strobes were deactivated to mitigate optokinetic nystagmus. Trell was instructed to stand with his feet together and arms at his side, which he did.
I held my finger as a stimulus 12-15 inches in front of his face, slightly above eye level, and asked if he could see it. While holding it in front of his face, I checked for resting nystagmus and pupil size, observing no anomalies. I advised Trell that I would be making passes in front of his face with the stimulus and asked him to follow it with his eyes only while keeping his head still. I asked whether Trell understood the instructions, and he said he did.
I began checking for equal tracking and could see that it was present.
I checked for a lack of smooth pursuit, beginning with the left eye and then the right eye, checking each eye twice. I observed the presence of nystagmus in each eye.
I checked for distinct and sustained nystagmus at maximum deviation, beginning with the left eye and then the right eye, checking each eye twice. I observed the presence of nystagmus in each eye.
I checked for the onset of nystagmus before 45 degrees, beginning with the left eye and then the right eye, checking each eye twice. I observed the presence of nystagmus in each eye.
I checked for vertical nystagmus twice, observing none. 6/6
I asked Trell if he had any issues walking or standing, and he said he did not. I had Trell stand on a flat area of pavement free from obstructions. I told him to imagine a straight line in front of him and to stand with his right foot in front of his left foot, heel to toe, and demonstrated the position. Once Trell was in the instructional position, I told him to stay there until I told him to begin.
I demonstrated and explained the Walk and Turn to Trell and asked if he understood. Trell said he did, so I told him to begin.
Trell was told to begin, but he could not stay in the instructed position, stated before instructed, took too many steps (19 steps in one direction and 22 after turning around), stopped to steady himself, and turned incorrectly (5/8)
Next, I had Trell stand with his feet together and arms at his side as I explained and demonstrated the one-leg stand. After the demonstration, I asked if he understood the instructions. Trell stated that he did.
Trell was told to begin. Trell used his arms for balance, dropped his foot, hopped around, and swayed during the stand. 4/4
I then asked Trell if he would provide a preliminary breath sample, to which he stated yes. I used my alco-sensor, which returned with a positive indication of alcohol. The reading was acknowledged at 0.286. I then advised Trell that he was being placed under arrest for DUI and to place his hands behind his back. Trell was placed into handcuffs behind his back, double-locked, and sized to fit.
I then read Trell the green DDS354 (05/2019) Ga Implied Consent card for suspects age 21 and over. I asked Trell if he would consent to a state blood test, to which he stated yes. Trell was placed into the rear compartment of my patrol vehicle, which was checked before and after, and no contraband was found.
I then returned to the accident scene to complete the proper paperwork for that incident. Inside of his vehicle I located numerous cans of Mike’s Hard Lemonade with liquid still inside and the can was cold to the touch. The liquid was disposed of at the scene. See accident report 260224061. Sapps Wrecker Service removed the vehicle from the scene, and Ofc. G. Brooks gave the female passenger a ride to the store. I then transported Trell to Memorial Hospital for accident clearance and to complete a state blood draw. At the hosptial Trell was seen by staff and cleared for transport to the Jail.
Before leaving the Hospital, I advised Trell that I was a qualified law enforcement phlebotomist. I then performed the state blood test per my training and GBI instructions, all following compliance with GCPD policy. I showed and explained all steps to Trell , and at the end, I presented him with a blood draw consent form, to which he signed and stated it was factual to what occurred.
The GBI blood kit was sealed by me and secured into my patrol vehicle until I could turn the evidence into the evidence locker at the Garden City Police Department. The blood draw was witnessed by Savannah Officer Dismuke.
In conclusion, I transported Trell to the Jail where he was released to the Deputies without incident. I issued Trell a copy of his citations, tow form, and arraignment form, which were placed into his property bag. At the Garden City Police Department, I placed and secured the GBI Blood kit into the evidence lockers with the proper paperwork for the GBI. [VICTIM #1] was issued a Garden City Victim pamphlet with her case number attached. I advised her on how to obtain a copy of the report.
