Officer’s Narrative:

While in an undercover capacity assigned to the Community Response Team, I conducted surveillance at the BP Gas Station located at MLK St and Bay St. While conducting surveillance, I observed a Silver Ford Focus park at the gas pump and a white male with a bald head exit the vehicle. The White male walked through the parking lot area and entered the front passenger side of Black Chrysler 300 that was backed into a parking spot. As I continued to conduct surveillance using my binoculars, I observed the driver through the front windshield have some type of plastic baggie in his hand. Through my training and experience as an Undercover Officer, I believed it to be some type of drugs.

After some time, The white male exited the vehicle and walked back to his vehicle with both hands inside his hoodie jacket. The subject opened the driver side door and placed something under the seat and then closed the door. The subject then proceeded inside the store. I then focused my attention on the Black Chrysler 300 and observed a black male wearing a brown vest or jacket enter the passenger front seat. The vehicle then proceeded to leave the location North on MLK St and East on Williamson St. I conducted rolling surveillance on the vehicle and observed the vehicle had dark tint and relayed this information to Marked Patrol Units in the area.

Marked Patrol Units proceeded to get behind the vehicle and activate their emergency equipment to conduct a traffic stop. The vehicle continue to drive East on Williamson St as the passenger door opened. When the vehicle came to a stop the passenger immediately fled on foot and was quickly apprehended. The driver was detained and placed in the back seat of a Patrol Vehicle. Officers back tracked from the apprehended passenger to the vehicle and located a bag containing large amounts of drugs (See Officer Supp). Officers also search the vehicle and located baggies and a scale (See Officer Supp).

Both subjects were then transported to the Downtown Pct where I made contact with them. Audio and video recorded VIA Officer Body cam I made contact with the driver Mr. Robert Frazier and read him his Constitution Rights where he agreed to speak to me. This is a brief summary of what was discussed, Mr. Frazier stated he was at the Gas station to meet up with people to go to a club. Mr. Frazier stated then his cousin got into the car and they left the location and he was then pulled over by the police. Mr. Frazier stated the passenger later identified as Mr. Vincent Hodges stated to him “I gotta go” then proceeded to flee from the car. when asked about the drugs that was located Mr. Frazier failed to have knowledge about it.

Later in the interview Mr. Frazier then admitted to the white male getting into his car who he stated is a coworker of his. Mr. Frazier stated the white male got into his vehicle with a bag of weed and wanted him to check it out. Mr. Frazier stated after telling the white male the weed was good, they then drink some alcohol in the vehicle and he proceeded to exit the vehicle afterwards. Mr. Frazier continue to state he did not have knowledge about the bag of drugs that was located and insisted it was Mr. Hodges drugs. Continuing the interview Mr. Frazier then made statements of the bag being his then not being his. Mr. Frazier continued to go back and forward about the knowledge of the drugs inside the bag. The interview was then concluded.

I turned my attention to Mr. Vincent Hodges. Audio and video recorded VIA Officer Body cam, I read Mr. Hodges his Constitutional Rights where he agreed to speak to me. This is a brief summary of what was discussed Mr. Hodges stated he was at the store and purchased some Marijuana and Ecstasy pills from subject at the store. Mr. Hodges stated then he saw Mr. Frazier and asked him for a ride as he got into the front Passenger seat. Mr. Hodges stated he did not come up to the store with Mr. Frazier. Mr. Hodges stay he knows Mr. Frazier from around the way but does not know him like that.

Mr. Hodges stated as they were driving the police got behind them and Mr. Hodges told Mr. Frazier to pull over. Mr. Hodges stated Mr. Frazier stated hold up several times before he came to a stop. Mr. Hodges stay when the vehicle stopped, he exit the vehicle and ran because he had drugs on him and he knows he’s on Probation/Parole. Mr. Hodges stated he had a small bag of marijuana in his hand and Ecstasy pills in his pocket.

When asked about the drugs located in the bag outside of the vehicle Mr. Hodges failed to have knowledge about it. Later in the interview, Mr. Hodges stated the drugs were Mr. Frazier and he believe he tossed the bag outside the car behind him as he exited to run from the vehicle. Mr. Hodges stated he knows Mr. Frazier to have drugs and is considered big time to people on the street. This interview was then concluded.

Let it be known during my surveillance, I did not observe Mr. Hodges get into Mr Frazier Vehicle with no bag of such. Both subjects was charge accordingly and transported to CCDC.

This concludes my involvement in this incident.
