On Sunday (3/1/2026) at approximately 0120 hours, I was in a full police uniform with badge clearly displayed when observed Sgt Banks attempting to get a subject (Wesstacia Jinks) to leave a shooting crime scene (CRN 260301006).

I observed that Sgt Banks asked Jinks to leave the area of the crime scene multiple times, to which Jinks refused and advised she would not be told what to do.

I approached Jinks and observed she reeked of alcoholic beverage and had heavily slurred words. Jinks walked only a few steps away but then stopped when she observed that PD was escorting her out. Jinks began to cuss at myself and multiple officers.

Jinks stopped walking and began to look at her phone. I asked Jinks to keep walking away to the which she refused. I asked Jinks to leave the area multiple times to which she refused. I put my arm out around Jinks to encourage her to walk away from me and out of the area to which she refused. I told Jinks she needed to leave or she would be arrested and asked her to walk a few feet away from where she was currently standing, to which she refused.

Sgt Ward then asked Jinks to leave the area because we had to secure the shooting scene. Sgt Ward asked Jinks to leave multiple times, to which Jinks refused and told us she would be recording us because she knew her rights.

I then told Jinks to put her hands behind her back and that she was under arrest.

I grabbed Jinks right arm and put it in a hand cuff before she pulled her arms away from me and moved forward. Jinks stiffened her body and threw her head back, hitting me in the face. I then grabbed Jinks’ right leg and lifted it up, causing her to fall against a fence. I then pushed Jinks to her right side, to which she landed on her stomach in the grass. I grappled over Jinks waist, and pulled her hands behind her back. I successfully placed Jinks in hand cuffs.

I lifted Jinks to her feet with Sgt Banks. I escorted Jinks to Ofc Thomas’ patrol car. Sgt Banks administered a search of Jinks person and Ofc Thomas attempted to place Jinks into the rear of his patrol car.

Jinks refused to sit in the patrol car. OFC Thomas, Sgt Banks, & myself asked Jinks to sit into the patrol cruiser multiple times, to which she refused. I entered the rear of he patrol car and pulled Jinks by her belt to where she was sitting on he edge of the patrol car. I then pulled Jinks into the patrol car from under her arm pits, to whish she just layed limp with her full weight.

I charged Jinks with the following:
OCGA 16-10-24////////////////////Obstruction.
OCGA 16-11-39////////////////////Disorderly Conduct.
OCGA 16-11-41////////////////////Drunk in Public.

Ofc Thomas transported Jinks to Memorial Medical Center where she was provided medical services. Ofc Thomas transported Jinks to CCDC without further incident.

Sgt Banks was on scene.
Sgt Ward was on scene.
