Officer’s Narrative:

On 09/20/2025 at 1906 hrs, I CPL Crosby, J. (PR# 62579) was alerted of an impaired driver at Carolan St and Clearview Ave. Upon arrival, I was advised that the driver had been involved in a crash at W Bay St and Fahm St where he fled the scene and did not report the crash.
I was advised that officers located the vehicle on Bay St as it was turning onto Carolan St. I was advised that once stopped, the driver was found to be impaired. I was advised that the driver did not have a license and only provided a passport. When asked what the signs of impairment were, I was advised that there was an odor of an alcoholic beverage emanating from his person, bloodshot, watery eyes, and slurred speech.
I was further advised that Ferrera-Ortiz had a warrant for his arrest out of the Chatham County Sheriff’s Office. I then proceeded to contact Ferrera-Ortiz and found that he spoke little English. While speaking with Ferrera-Ortiz he advised that he did not know that he was involved in a crash or how his vehicle was damaged.
Ferrera-Ortiz was asked if he would be willing to perform a few tests to which he agreed. While exiting the vehicle, I noticed that he used the vehicle for support, had bloodshot, watery eyes, and what sounded to be slurred speach. We then walked to a nearby driveway that was level for the tests to be conducted. I was then advised that Ferrera-Ortiz struck the rear of another vehicle before fleeing the scene.
REASONABLE SUSPICION TO STOP
Below are the reasonable suspicions why the vehicle was stopped:
- Following too closely (tailgaiting)
DRIVER OBSERVATIONS
After stopping the vehicle, the driver was identified as Wilfredo Ferrera-Ortiz. While speaking to him, it was observed that a moderate odor of alcoholic beverage was coming from him.
It was observed that Ferrera-Ortiz had:
- Bloodshot eyes
- Watery eyes
- Slurred speech
Before beginning the test, Ferrera-Ortiz was asked if he had any medical problems and he replied that he did not.
Additional observations: Used vehicle for support while getting out.

HORIZONTAL GAZE NYSTAGMUS TEST
Before attempting this test, Ferrera-Ortiz indicated he did not have any medical problems that would have prevented him from performing the test. It was determined that he was not wearing contacts. His eyes were checked and they displayed unequal tracking and his pupils were unequal sizes. Ferrera-Ortiz was instructed to follow the stimulus with his eyes only, keeping his head still. After stating that he understood the instructions, Ferrera-Ortiz attempted this test.
The results of this test displayed 0 of the 6 possible clues.
He was unable to perform the test.
Comments: Driver would not move eyes to follow my finger or would move his head.
WALK AND TURN TEST
Before attempting this test, Ferrera-Ortiz indicated he did not have any medical problems that would have prevented him from performing the test. Ferrera-Ortiz was instructed to put his left foot on the line and his right foot in front of it with his right heel touching the toe of his left foot. He was instructed to stand in this manner with his hands to his sides until the test instructions were completed and the test demonstrated.
Ferrera-Ortiz was instructed not to begin the test until told to start. He was instructed to take nine steps along the line in a heel-to-toe manner. After the ninth step he was to stop and turn around keeping his lead foot on the ground, taking several small steps with the other foot to turn around. After turning around he was to take nine steps in a heel-to-toe manner back along the line, in the direction he had come from.
Ferrera-Ortiz was further instructed to watch his feet at all times while walking, keep his arms down to his side, and to count his steps out loud. After the test was demonstrated Ferrera-Ortiz stated that he understood the instructions and was instructed to begin the test.
The results of this test displayed 6 of the 8 possible clues:
- He was unable to maintain his balance in the instructed position.
- He started the test too soon.
- During the test, he stopped once while walking.
- On the first set of steps, he incorrectly took 8 steps instead of 9.
- He didn’t miss any of the heel-to-toe steps.
- He stepped off the line on steps 1, 4, and 5.
- He turned improperly.
- On the second set of steps, he incorrectly took 0 steps instead of 9.
- He didn’t miss any of the heel-to-toe steps.
- He didn’t step off the line.
- He didn’t use his arms for balance.
ONE LEG STAND TEST
Before attempting this test, Ferrera-Ortiz indicated he did not have any medical problems that would have prevented him from performing the test Ferrera-Ortiz was instructed to stand with his feet together and arms at his sides during the test. Ferrera-Ortiz was asked not to begin the test until instructed.
He was instructed to raise the leg of his choice by approximately 6 inches off the ground. While holding that position, he was to keep his leg straight and count out loud starting at one thousand one (one thousand one, one thousand two, one thousand three, …) and so forth until instructed to stop (after 30 seconds). The test was demonstrated to Ferrera-Ortiz. After he indicated understanding the instructions, Ferrera-Ortiz attempted the test and raised his right leg and was wearing sneakers.
The result of this test displayed 3 of the 4 possible clues:
- Swayed during the test
- Used arms for balance
- Put foot down 4 times during the test
- Hopping
PRELIMINARY BREATH TEST
After completing the field sobriety tests, Ferrera-Ortiz was asked if he would be willing to provide a sample of his breath using the preliminary breath test (PBT) device. He agreed to submit to the preliminary breath test.
At 07:35 PM, he blew into the PBT and the results indicated positive for the presence of alcohol (0.159%).
I then determined that Ferrera-Ortiz was a less safe and impaired driver and proceeded to place him into handcuffs which were double locked. He was then read the Georgia Implied Consent Notice for Suspects Age 21 or Over and asked for a sample of his breath to which he agreed.
A search of his vehicle was completed and a liquid was observed in the cup holder which tested positive for alcohol. He was then transported to the Northwest PCT where the breath test was completed. Ferrera-Ortiz provided his first sample at 2032 hrs which showed a reading of 0.182. He then provided his second sample at 2037 hrs which showed a reading of 0.175. Once the needed paperwork was completed, he was transported to Memorial Medical Center to be medically cleared, then transported to CCDC for booking.
