On January 19, 2026, at 21:33, I was dispatched to a domestic disturbance at [1400 BLOCK] Cathy Street.
As soon as I walked in the front door, I observed a flower spot spilled out on the floor with dirt covering the first few steps into the house.
At the residence, I encountered [VICTIM #1], who said her grandson (Xaviver Smith) “choked” her. Xavier came over to the house around 21:00. [VICTIM #1] said Smith appeared to be under the influence of drugs. [VICTIM #1] advised that she and Xavier got into an argument about him messing with her fridge, which he broke in the past while “high”. The verbal disagreement escalated, and Xavier started cussing her out. [VICTIM #1] tried kick Xavier out of that house. Xavier then started choking her. [VICTIM #1] advised that her granddaughter helped push Xavier off of her. Xavier then left the residence, possibly on a bicycle.
I read Ms. [VICTIM #1] the Strangulation Questionnaire. She refused EMS.
She advised that he grandson lived with her three or four years ago after getting out of jail.
I spoke with [VICTIM #2], who advised that she heard her grandma and her cousin Xaiver arguing about the freezer, so she tried break it up. Xavier tried to sling her to the door to get her out of the way. Xavier started “choking” [VICTIM #1], so [VICTIM #2] boxed him. Xavier then went to the front door, threw the flower pot at her, hitting her head, and left the house. I did not observe any visible injury to Ms. [VICTIM #2].
I spoke with [WITNESS #1]; [WITNESS #1] was in his room during the altercation. He heard the arguing but never left his room.
[VICTIM #1] has signs of strangulation in the eyes and on the neck. I observed heavy redness in her eyes and a very faint redness to her neck. I uploaded the picture of [VICTIM #1]’s neck into Evidence.com.
I notified my on-duty supervisor. A DVA detective was called to the scene.
Det. Casemeyer with the SPD Family Violence Unit responded to the scene.
I read [VICTIM #1] the DVA Lethality Questionnaire (see supplemental) and issued her a CRN Card.
