On June 13, 2026 at or around 0330 hours while on patrol in full SPD uniform operating a clearly marked police vehicle, Ofc. Rimes and I were dispatched to a Domestic Violence call at the intersection of Rockdale St. and Archer St.
Once on scene we observed Mr. Yusuf, Jenkins standing in the road on the left side near the sidewalk. He was standing over Ms. [VICTIM #1], who was seated on the sidewalk facing the road with her head down cradled in her hands. I also observed on the other side of the intersection a vehicle parked on the corner with the driver’s door open.
Ofc. Rimes and I then approached the two individuals. He spoke to Ms. [VICTIM #1] and asked Mr. Jenkins to come and speak to me. Mr. Jenkins was not very talkative and refused to give me his name several times before finally doing so. I noticed blood on Mr. Jenkins’ track suit in several places
It was at this time that officers: Johns, Graham, and kemp arrived on scene and shortly after Ofc. Kemp placed Mr. Jenkins in handcuffs and moved him to my patrol car.
I then was asked by Ofc. Rimes to speak with Ms. [VICTIM #1] while he checked the vehicle. I then collected Ms. [VICTIM #1]’s personal information and asked her to explain to me what happened prior to us arriving. Ms. [VICTIM #1] was adamant that Mr. Jenkins had not physically harmed her and stated that she has anger issues herself and said, “If anything I do the hitting and I have to keep my hands off him”.
While talking with her I noticed her lip was slightly swollen and there was blood on her shirt in several places there was also blood on the ground near to where she was sitting. It was at this time that Ofc. Rimes returned and began asking Ms. [VICTIM #1] about a weapon found in the vehicle with blood on it. He asked if she had been hit with the gun, she replied “no” (see Cpl. Rimes’ supplemental report for more information). It was shortly after this that Ms. [VICTIM #1] stated that Mr. Jenkins had chased her around the area.
I was then relieved by Ofc. Johns who stood by with Ms. [VICTIM #1]. Ofc. Rimes advised me he had made contact with the initial complainant who stated to him she had seen Mr. Jenkins pulling Ms. [VICTIM #1] down the street by her arm as she yelled “let me go, let me go”.
Afterwards I spoke with Det. Purdee of SPDs Domestic violence unit, and he explained to me the potential charges Mr. Jenkins could face and why. After my phone call I began filing out the A&B forms.
I charged Mr. Jenkins with: Battery DVA (Mr. Jenkins caused visible injuries to Ms. [VICTIM #1] while they were in a domestic relationship), Battery against a pregnant woman (Ms. [VICTIM #1] is 16-17 weeks pregnant), Kidnapping (Mr. Jenkins pulled Ms. [VICTIM #1] by the arm as she yelled “let me go”), Poss. of a firearm by a convicted felon (We confirmed that Mr. Jenkins is a convicted felon and there was a firearm in the vehicle with him), Poss. of a firearm in the commission of a felony (I firearm was present when Mr. Jenkins attempted to kidnap Ms. [VICTIM #1]).
Mr. Jenkins was transported to CCDC and booked without issue
