On 8/13/2025 at approximately 1534 hours, I responded to a past domestic incident occurring at [10 BLOCK] Culverton Ct. My Body Worn Camera was active.
I arrived on scene and made contact with a woman, later identified as [WITNESS #1]. When asked about members of the household, she identified various male members within the home. Ms. [WITNESS #1] was asked about any female members within the home in which she replied, “No”.
I then observed a female, later identified as [VICTIM #1], in the window to the right of the front door. Ms. [VICTIM #1] stated that she was the one who called the police and wanted to leave. I then heard Ms. [WITNESS #1] state, “Oh it was you that called the police.” I then asked Ms. [WITNESS #1] if Ms. [VICTIM #1] was “alright” and she stated that “she’s fine”. I then asked her if Ms. [VICTIM #1] was free to leave, in which she stated that she was. I observed Ms. [WITNESS #1] making various statements disapproving of Ms. [VICTIM #1] contacting the police. I observed Ms. [WITNESS #1] on her phone, as if contacting someone.
I then observed Ms. [VICTIM #1] (with visible bruising on her face) exit through the window and she stated that the door of the bedroom was blocked. I then observed Ms. [WITNESS #1] closing the front door slightly, but not completely closed, and hearing a phone conversation with an unknown party.
While walking towards my patrol vehicle, away from the residence, Ms. [VICTIM #1] was asked about the bruising and swelling to her face, she stated that “her (Ms. [WITNESS #1]) son had done it”. Ms. [WITNESS #1]’s son was later identified as Zachary Jackson. Ms. [VICTIM #1] stated that she was concerned since the neighbors had access to Mr. Jackson’s phone that he would be notified immediately.
Chatham EMS arrived on scene and Ms. [VICTIM #1] was moved from my patrol vehicle to Chatham EMS’s Ambulance.
Ms. [VICTIM #1] requested for various items of clothing to be brought to her from the “backroom” (a black jacket and a pair of white and blue sneakers). I made contact with Ms. [WITNESS #1] for a second time at Ms. [VICTIM #1]’s request, and she stated that she had no items of clothing in the residence or the backroom. While making contact with Ms. [VICTIM #1], I observed that she received a phone call with a audible caller ID resembling the name “Son Zackary”.
I observed significant swelling, bruising, and marks around Ms. [VICTIM #1]’s eyes, checks, jaw, upper neck area, arms and the back of her hands. Ms. [VICTIM #1] stated that she sustained other injuries beneath her clothing but elected to provide more detailed once she received medical care and away from the immediate area.
Chatham EMS transported Ms. [VICTIM #1] to Memorial Hospital and while receiving medical attention, she stated that she moved in with Mr. Jackson and his family on approximately the 9th of May and in the following weeks she noticed Mr. Jacksons behavior change. She stated that she was accused of “cheating”, at first received a singular strike from him, but did not consider that this would be a reoccurring incident.
She stated that her living situation had changed following the initial strike, approximately two months ago, in which Mr. Jackson moved various furniture items (including drawers and hampers full of clothing) to front of the interior door to prevent Ms. [VICTIM #1] from leaving and Ms. [WITNESS #1] from entering the room. Ms. [VICTIM #1] stated that Mr. Jackson would be strike her “every other day” in various forms that did not include just hands and that the injuries all over her body would never fully heal due to reoccurring incidences. She stated additionally that she would scream for help and heard Ms. [WITNESS #1] ask if she should call the police, in which she replied, “Yes”, however no police would arrive on scene.
Ms. [VICTIM #1] stated that Mr. Jackson had taken her phone and prevented her from interacting with members of the house and outside the home without his direct supervision. Ms. [VICTIM #1] stated that she had cuts and abrasions in the inside of her mouth due to Mr. Jackson inserting his hand past her teeth into her throat to prevent her from screaming. She stated that she attempted to leave in the past, but was dragged, in public, back into the house. She stated that until recently, she found out that Mr. Jackson was diagnosed paranoid schizophrenic and was voluntarily unmedicated.
She stated that last night (8/12/2025), she told Mr. Jackson verbally for the first time that she wanted to leave. She stated that Mr. Jackson replied, “Well I’ll just keep on raping you”. She stated that she had not had food for two days and had not had water in the past day.
When asked about how she had contacted the police, she stated due to Mr. Jackson taking her phone, she downloaded a phone app on her laptop and was able to call the police.
Photographs were taken of Ms. [VICTIM #1]’s head, forehead, arms and hands were taken with axon capture and uploaded to evidence.com.
Ms. [VICTIM #1] was provided with a CRN Pamphlet.
