On December 9th, 2025 at approximately 1:21 AM, I was dispatched to [600 BLOCK] Orchard St in reference to a female yelling on an open line advising the call taker that she is going to take the blame for something. My body-worn camera was activated. This address was determined using Rapid SOS due to the complainant refusing to answer questions.
Upon arriving on scene, OFC Marion and I knocked on [600 BLOCK] W 47th St. While waiting to see if anyone would come to the door, we heard a female yelling on W 47th St. OFC Marion and I went behind [600 BLOCK] Orchard St and discovered the screaming was coming from the front porch of [600 BLOCK] W 47th St. I approached the female who was very agitated and asked her to lower her voice, due to it being 1:21 AM.
The female, later identified as Zahara Diggs, continued yelling that she will take the blame and to, “take her”. I attempted to calm her down one more time and advised her to stop yelling. I could smell a strong odor of alcoholic beverage coming from Ms. Diggs’s breath. Ms. Diggs continued to yell profanities while telling me to, “take her”. At this time, I secured Ms. Diggs’s right hand and advised her to place her hands behind her back. Ms. Diggs slightly resisted by pulling away, but myself and OFC Marion were able to secure both of her hands in handcuffs with minimal effort.
Ms. Diggs was then placed under arrest for Disorderly Conduct (OCGA- 16-11-39) for causing a public disturbance by yelling and using profanities and Public Drunkeness (OCGA- 16-11-41) for causing a public disturbance while intoxicated. While escorting Ms. Diggs to my patrol car, she continued to scream profanities and tried to stop us from escorting her by using her legs to pull us back and twisting back and forth.
Once at my patrol car, OFC Marion searched her incident to arrest and she was placed in my patrol car. I noticed Ms. Diggs had a small cut on her face and hand as if she had been in an altercation. Ms. Diggs was read her Miranda Rights. I asked Ms. Diggs if she would like EMS, to which she declined. I asked Ms. Diggs how she got her injuries, but she just stated something to the effect of, “I’m always the one taking the blame”.
I then spoke with a resident of [600 BLOCK] W 47th St, [WITNESS #1]. Ms. [WITNESS #1] advised their friend group had gone out to dinner to celebrate a birthday. Ms. [WITNESS #1] advised they then went back to her house at [600 BLOCK] W 47th St. Ms. [WITNESS #1] advised Ms. Diggs got extremely intoxicated and started to become an issue. Ms. [WITNESS #1] advised she originally told Ms. Diggs she could spend the night, but due to Ms. Diggs’s actions in her intoxicated state, she told her she could no longer stay.
Ms. [WITNESS #1] advised Ms. Diggs refused to leave the house, so the friends had to walk her out of the front door. Ms. [WITNESS #1] stated once outside, Ms. Diggs began screaming and causing a scene, when we showed up. Ms. [WITNESS #1] advised she did not want Ms. Diggs to go to jail, but did want her to leave her house for the night.
SGT Tupac arrived on scene.
Be advised, Ms. [WITNESS #1] advised she and Ms. Diggs used to be in a relationship. Ms. [WITNESS #1] advised they never lived together.
Due to Ms. Diggs appearing to have been in an altercation and being extremely intoxicated, I transported her to the Memorial Medical Center to be medically cleared.
Once on scene at Memorial, Ms. Diggs calmed down and began to talk to me. Ms. Diggs advised after dinner, they went back to Ms. [WITNESS #1]’s house. Ms. Diggs advised later on in the night, Ms. [WITNESS #1] was grabbing the dog by the collar, which caused her to get upset and confront Ms. [WITNESS #1]. Ms. Diggs advised Ms. [WITNESS #1] then, “put hands on her face” so she defended herself. Ms. Diggs advised she could not control her anger, so when we showed up, she was unable to control her emotions. Ms. Diggs then apologized for being unable to control her emotions.
While waiting for her to be medically cleared, Ms. Diggs became upset once more, because I would not allow her to make a phone call. I was asked by staff to escort her to the Decontamination Room until she was cleared, so she would not disturb staff and other patients.
Once cleared, I transported Ms. Diggs to CCDC where she was booked.
I then transported Ms. Diggs’s black handbag to the SPD Property Room to be logged for safekeeping.
