On date and time, I, Deputy J. Claxton as dispatched to the area of Highway 27 and Silver Hill in reference to a suspicious female who was walking in the area, I responded with normal traffic (no lights or sirens). While en route, Deputy Roberts advised me that they had dealt with the female the night before on three different calls.

When I turned onto Silver Hill, the female was in the roadway and appeared to be screaming at passing vehicles and throwing plastic grocery store bags, when she saw me she quickly returned to the gravel area. When I exited my patrol vehicle she was talking so fast I couldn’t really understand her; I then observed her to have quick and jerky movements, I also observed that her pupils were blown out, I asked her when the last time she did any drugs was and she stated that she does not do drugs.

Due to me suspecting she was under the influence and she was in the middle of the roadway causing a danger to herself and other motorists I placed her under arrest for Disorderly Conduct. I then placed handcuffs on her behind her back, double locking them and checking for proper fitting, I then placed her in the rear of my patrol vehicle. I then picked up her plastic bags and her pocket book and placed it in the front seat of my patrol vehicle, I then transported her to the Chattooga County Jail.

While en route she started making comments that she was going to “Place a spell on me” and that she knew the devil personally and he was going to have my soul, she then proceeded to start spiting at the divider in my patrol vehicle and on the seat, she then started to headbutt the plastic divider. I then arrived at the Chattooga County Jail where I turned her over to jail staff. The medical staff at the jail stated that she needed to be checked out from a medical provider. Deputy Roberts arrived on scene and took her to the Trion ER for further evaluation.
