[NARRATIVE #1 on January 09, 2026]

On this date, 01/09/2026, at approximately 1910 hours, I was dispatched to the area of East First Avenue/ Commerce Street for a call of a pedestrian hit by a motor vehicle.

Upon my arrival, I noticed that a male subject was noticeably in pain in the parking lot of the Pro Roofing company. The male subject, later identified as [VICTIM #1], and a witness, identified as [WITNESS #1]. The witness advised that she saw the incident occur and that the vehicle was a White in color GMC Terrain with a partial Alabama Tag of [REDACTED BY AGENCY] had struck [VICTIM #1] as he was crossing the crosswalk, and then advised that the driver was using profane words as well as yelling at [VICTIM #1] for being in the crosswalk.

[WITNESS #1] stated that the driver was a female and that there was a male passenger. She noted that both were white but couldn’t tell any other features due to them driving off immediately after the driver had been aggressive towards [VICTIM #1]. Dispatch was advised to inform the Chattooga County Deputies, including the counties of Alabama closest to Chattooga County.

EMS arrived to treat [VICTIM #1] while I spoke further with [WITNESS #1] on everything that she saw. [WITNESS #1] advised that she was traveling South on Commerce Street when she was stopped at the red light at East First Avenue/Commerce Street/West First Avenue. [WITNESS #1] continued by stating that she saw [VICTIM #1] beginning to walk on the crosswalk from First National Bank to head toward Pro Roofing Company and by the time he had reached the turning line of the crosswalk the White GMC Terrain had begun turning left off of East First Avenue striking [VICTIM #1] causing him to be tossed on the hood of the vehicle to the top of the vehicle before he landed in the turning lane.

She then advised that after the light turned green for her, she rendered aid to [VICTIM #1] and assisted him to the parking lot of the Pro Roofing Company. When I asked her where the vehicle had struck [VICTIM #1], as well as asked her to show me using her personal vehicle, she advised me that it was the driver’s side, beginning at the headlight and ending at what she could see at the top of the cab of the vehicle. All other witnesses confirmed those details.

At approximately 2110 I arrived at the local Chattooga County ER to speak with [VICTIM #1] further and to take photos of injuries and [VICTIM #1]’s Clothing. While speaking with [VICTIM #1], he advised me that the Driver of the terrain was a white female with blond hair, as well as a large nose.

[VICTIM #1] stated that he didn’t see any other identifier because neither the female nor the male subject had gotten out of the car. He also advised that he heard the male subject had stated to the female subject, “You just hit that guy,” and “Go, drive, drive, drive.” While still at the ER, I took photos of possible paint chippings and glass on [VICTIM #1]’s clothes. [VICTIM #1] was then advised that due to where he had been hit at this time was red marks that we would need to take updated photos at a later date of his injuries.

[NARRATIVE #2 on January 12, 2026]

This supplemental report details the follow-up investigation into the hit and run accident that occurred on 01-09-2026 at the intersection of Commerce St. and East First Ave. The investigation led to the identification and apprehension of the suspect vehicle and driver.

Investigation Findings

The initial investigation into the accident resulted in the confirmation of video evidence capturing the vehicle involved in the accident leaving the scene.

On 01-12-2026 at approximately 19:13 hrs, Officer Joshua Mitchell located and stopped the suspect vehicle.

Interview with Driver Charm Hedgecoth

A consensual interview was conducted with the driver, Charm Hedgecoth, by Det. Cox. During the interview, Ms. Hedgecoth admitted to being the driver during the hit and run accident.

Ms. Hedgecoth stated that she left the scene because the victim became violent towards her after the accident, and she did not feel safe. Ms. Hedgecoth admitted to having a cell phone in her possession at the time of the accident but confirmed that she did not call 911.

Interview with Vehicle Owner [WITNESS #2]

[WITNESS #2], the owner of the 2013 White GMC Terrain, was identified as a passenger in the vehicle during the accident.

Mr. [WITNESS #2] stated that he was asleep until after the accident. He recalled thinking that he hoped the driver had not run over someone. Mr. [WITNESS #2] stated that he believes the insurance on his vehicle has lapsed but is not certain.

Arrest and Charges

Following the investigation and interviews, Officer Mitchell placed Charm Hedgecoth under arrest. Ms. Hedgecoth was transported to the Chattooga County Jail and charged with the following:

  • Hit and run leaving the scene of an accident
  • Expired license
  • Expired tag
  • No insurance
  • Failure to yield right of way to pedestrian crossing crosswalk
