On Sunday December 15th, 2024 I, Corporal Flood, was dispatched to [100 BLOCK] Begonia Dr. in Subligna in reference to a third party caller that advised they could hear people yelling and and a female screaming for help.

Upon arriving I observed a female, [VICTIM #1], and a small infant on the front porch. According to the the thermometer on my patrol vehicle it was 46 degrees outside. It was also raining and windy. The female was wearing a blue T-shirt and I could see stains on it that appeared to be blood as well as blood on her face and her nose was also swollen. Upon closer inspection I could see the blood was coming from her nose. The female subject was also having a hard time breathing advising me that she had been sick and she also suffers from asthma. She was doing her best to keep the baby calm and warm. I asked her if she had an inhaler and she advised it was in the house. I asked her if she wanted me to get it and she told me the doors were locked. I asked if anyone was in the house and she said that he had locked her and the baby outside and then he left. I was having a hard time understanding what she was saying due to her labored breathing. I began inspecting the windows and doors around the house to see if there was anyway to get inside. I was unable to find any open doors or windows. I was walking around with the baby so that [VICTIM #1] could get herself together. I then placed the baby and [VICTIM #1] in my truck to warm up as it was very cold outside. I had called for an ambulance to be en route to check on [VICTIM #1]. As we waited for them to arrive her breathing did get a little better and she was able to tell me more about what happened.

[VICTIM #1] advised that she was sitting on the couch when her boyfriend Elijah Hambrick received a text from a friend. The text message upset him and he began becoming irate with [VICTIM #1] telling her to get her belongings and the baby and get out of the house. She tried to tell him that he could not just kick them out in the cold. As he became more aggressive she tried to call 911 but he took her phone. She then ran outside to get help. As she tried to get out of the fence to go to the church to get help he grabbed her hair and tried to pull her back in the house. She was able to grab ahold of the fence and yelled for help. He was unable to get her in the house. When he went back in she ran to the church. When she came back she seen him loading the baby in his car and telling her he was taking the baby. The two are not married and he has not been legitimized as the father. She stood behind the car to stop him and then opened the door to get the baby out. Just as she had grabbed the carrier out of the car he slammed the door and managed to slam his thumb in the door. This made him irate at her and he back handed her in the face and this is what had caused her nose to bleed. He continued to yell and then he left the scene. He left her and the baby locked out of the house in the cold and rain. He took her phone. He took the diaper bag that had the babies food and diapers. He left her with no way to go and no way to feed the baby and no way to call for help.

I asked her for a vehicle description and where she believed he may go. She said he was in a gray Charger and possibly would go to his grandparents house in Walker County. I advised 911 to please have Walker County check for him. They were able to locate him at his grandparents house and he was taken into custody without incident. Deputy Kinnamont met Walker County at the county line and he was transported to the Chattooga County Jail without further incident.

Elijah and [VICTIM #1] have been together for four years. They live in the same house and share a child together. [VICTIM #1] was advised of TPO procedures and given the number to the Family Crisis Center for further assistance.

I transported her and the baby to the Sheriffs Office where her brother [REDACTED] picked them up and advise would take care of them.
