On 09/09/2025 I, Deputy Ellenburg, was dispatched to [100 BLOCK] Dickeyville rd in reference to a third party complaint regarding an abandoned dog inside of an abandoned residence.

I arrived on scene along with Animal Control Officer Bressette. We approached the front door of the residence that was not connected to the hinges and slightly cracked open. As I opened the door, I realized the air inside the house was dangerous to breathe in. Officer Bressette was able to provide HAZMAT masks to make entry.

Officer Bressette and I made entry to the residence and found a brown pitbull in the bedroom that was directly to the left of the front door. We noticed the dog was standing on all four legs and seemed to not be able to lay down. Inside the kennel I noticed the dog had no access to food and the water was a yellow color and appeared to be stagnant. We retreated from the house for the time being.

Sheriff Mark Schrader arrived on scene along with Animal Control Director [REDACTED]. While we were discussing a plan to extricate the dog from the house the supposed owner (Eugenia Brown) drove by the residence. Myself and Sheriff Schrader got into our patrol vehicles and conducted a stop with Eugenia to which we advised her to go back to the residence to talk, Eugenia complied and met us there.

Sheriff Schrader asked Eugenia if she knew about the dog inside and Eugenia stated she did and has been feeding it for a period of around six months. Eugenia also stated she took the dog from her friend whom became hospitalized and placed the dog inside that house in the kennel. Eugenia stated she gave food and water to the dog and took it outside on occasion.

Officer Bressette and Director [REDACTED] agreed that it appeared the dog has not been removed from the kennel for a substantial amount of time. The blanket in the kennel with the dog had been piled with feces and urine. The inside of the house had no form of ventilation where the dog could breathe fresh clean air. I noticed mold in every room of the house and had to wear a HAZMAT mask to be able to go inside.

The dog was safely extricated from the residence and placed into the care of animal control. Based on the living circumstances the dog was living in, Eugenia is being charged with Aggravated Cruelty to Animals.
