On 10/05/2026, at or around 0650 hours I, Sgt. Wilks, was patrolling Highway 114 near Chattooga High School when I observed a white Nissan Altima swerve to the right then to the left almost hitting a vehicle as it passed, I turned my emergency lights on and came to a final stop on Sewell Cash Dr near the high school baseball fields.
I approached the driver and explained my reason for stopping her. While initially speaking with the driver I noticed that her eyes were red and her pupils were constricted. The driver looked tired and had slow reaction. I asked her to step out and later identified herself as Hali Roberson. Roberson later agreed to field sobriety and several drugged impaired driver indicators were observed.
During horizontal gaze Nystagmus the eyes did not pursue smoothly while following the stimulus. During the walk and turn the subject stepped out of instructional phase and started the test and asked me to give her instructions again. While walking she started to walk off line going diagonal. As she started walking back she missed heel to toe several times and also started to walk diagonal again. During the one leg stand she placed her foot down several times and was swaying. During the lack of convergence her eyes did not cross, however, she indicated she couldn’t cross her eyes anyway.
I pointed the stimulus toward the nose the first time and her right eyes crossed. The second time both of her eyes did not cross when the stimulus went toward her nose. Lastly she did the modified Romberg and imagined 35 seconds as normal. Its noted that all tests were explained to her and she stated she understood all of them. Throughout the test her eyes remained constricted and no reaction to light. The eyelids remained droopy almost closing at times. Roberson’s reaction times seemed to be slowed and needed explaining several times.
Prior to detaining her she stated that she had taken “7 tabz” a hyper-concentrated form of kratom that she had an issue with it, and its very hard to come off of.
Roberson was placed under arrest without incident. I noticed a small bulge in her front right shirt pocket and asked her to remove those items. While digging in that pocket she turned her body as if she didn’t want me to see. I later recovered three while pills imprinted “G-13” suspected of being gabapentin. Roberson was later placed in the back of my patrol unit where she was read Georgia’s implied consent noticed for suspects over 21 where she denied a blood draw.
A miranda warning was read and she agreed to talk to me. I asked her if there was anything else on her person because it could be another charge if she crossed the guard line in the jail, and she said no. A search of her vehicle did yeild two unopened packages of “7 Tabz” in her puurse and almost a burnt suspected marijuana blunt in the passenger seat.
A friend she knew was across the street who came and got the car for her. While en route to the jail I noticed there was a lot of movement in the back seat. Once we arrived at the jail I noticed when she exited the vehicle she glanced back at the seat she was sitting in then turned back around and walked toward the intake door. I noticed that her left fist was clinched and I was able to observe a clear plastic bag containing suspected meth in it. When we entering the jail I told her to face toward the wall and later recovered the suspected methamphetamine.
No further issues with this subject and she was later turned over to jail staff.
