On above date and time I, Deputy A. Garmany #14 was on patrol in the area of Back Penn Road and Memorial Drive when observed a white in color Jeep Gladiator in front of me swearving into oncoming lane attempting to avoid the pot holes that were in the roadway.

We continued on to the railroad tracks located at Back Penn Rd and Railroad Circle the vehicle came to a complete and then accelerated in speed “launched” or rapid accelerated in speed that would not only put the driver’s life in danger but also the general public lives in danger toward the intersection of Back Penn Road and Highway 27 where at this location is a lot of foot traffic and children play residential area.

The vehicle then turned right in front of traffic and rapidly increase in speed to avoid collision with other vehicles. I attempt to catch up to the vehicle and call for assistance by Dep. Claxton #12 and advised him of the vehicle description traveling south on Highway 27 towards Summerville.

I was able to get out onto Highway 27 and I traveled in the direction the suspect went and was able to regain visional when I observed the vehicle parked behind the gas station at above location where the diesel pumps were located at and I observed a white male suspect later identified as Houston Lumpkin get out of the vehicle wearing a blue hoodie and a ball cap enter inside the gas station.

I stood by and awaited outside the gas station for Dep. Claxton #12 to arrived on scene before making contact. Dep. Claxton arrived on scene and we went inside the gas station to make contact with the suspect who was at the counter paying for his merchandise we advised him to step outside so we could talk about his irractic driving.

At this time the suspect turned around in a defensive matter and immediately started yelling and using profanities towards us disturbing the general peace of the store where other customers were present at the time and had to leave because of the suspect’s demeanor towards. Myself and Dep. Claxton both told him to calm down and to lower his voice and finish paying for his merchandise and then we will step outside and talk.

The male suspect continued being loud and using profanities at this time I advised the suspect to step out now so we could and that I wasn’t asking it is a lawful command to step outside. We stepped outside where the suspect then became even more irrate, yelling, and using profanities loud enough where the patients and employees at the dialysis clinic could hear him. At this time we advised the male suspect that he was under arrest for Disorderly Conduct and for the traffic offenses that was observed by myself.

Deputy Claxton placed the suspect into handcuffs behind his back and was patted down for weapon and/or contraband at which time none were found and the suspect was placed into the back of my patrol vehicle and I transported him to the Chattooga County Detention without incident. The Suspect’s vehicle was left on scene to await for LuAllen’s Towing to retrieve it
