On 03/16/2026 at approximately 1736 hours, City units were dispatched to the Circle K located on the north end of town in reference to a complainant requesting to meet regarding a domestic incident that had occurred at her residence.
Upon arrival, I made contact with the complainant, [VICTIM #1], who appeared visibly upset. [VICTIM #1] stated she had been in the kitchen preparing dinner when she observed her boyfriend, Jacob Gosnell, lying on the living room couch and drinking alcoholic beverages. She recognized he was intoxicated and confronted him about it, which immediately escalated into an argument.
[VICTIM #1] reported that during the argument, Gosnell pushed her in the chest and continued pushing her toward the bedroom area. She stated Gosnell attempted to take her phone from her, and during the struggle she managed to contact Gosnell’s mother. [VICTIM #1] advised that Gosnell’s mother could be heard telling him to get off of her and leave her alone.
[VICTIM #1] sated that once she was finally able to gather her child and attempt to leave the residence, Gosnell changed his mind, chased after her, and followed her outside. While she was holding her child, Gosnell grabbed her by the shirt collar and dragged her from the driveway back toward the front entryway steps, causing her to fear for both her safety and her child’s safety. [VICTIM #1] stated this action prevented her from leaving and deprived her of her ability to move freely away from Gosnell.
I asked [VICTIM #1] if she had any visible injuries. She stated she did not believe she was injured, and a brief examination of the back of her neck revealed no visible marks at that time. [VICTIM #1] declined EMS evaluation for herself and her child. She stated that after being dragged, she fled to a neighbor’s residence and contacted her sister for assistance. [VICTIM #1] also reported that Gosnell had taken her cellphone while she was attempting to call her sister.
During the interview, [VICTIM #1] advised that there was a firearm inside the residence. She stated the firearm was present due to a prior domestic incident involving a different partner. She further stated that Gosnell had previously made comments about doing “whatever it takes” to protect his home, which she interpreted as possibly involving the firearm, though she did not believe he would use it against law enforcement. Due to the presence of a firearm and the potential for escalation, I requested assistance from available County units.
Once all units were assembled, City and County officers responded to [20 BLOCK] Peppermint Place to make contact with Gosnell.
Upon arrival, I observed Jacob Gosnell outside the residence with two male individuals who stated they were from a church he had previously attended. Gosnell was slurring his speech, unsteady on his feet, and appeared highly intoxicated. Gosnell immediately asked if he was going to be arrested. I advised him we were there to hear his side of the incident. Gosnell stated that “everything she said happened, happened,” confirming the complainant’s account. At that time, he was placed under arrest.
After a search of his person for weapons, Gosnell was advised he would be escorted to the patrol vehicle. Gosnell began resisting myself and Deputy Claxton, insisting he needed to lock his residence. He was told officers would secure the residence for him. While being placed in the rear seat of my patrol vehicle, Gosnell escalated his resistance and kicked Deputy Claxton in the right groin area.
While I was running Gosnell’s information through GCIC via E-911, Gosnell managed to open the rear passenger door of my patrol vehicle and attempted to exit. He was secured back inside the vehicle but was then transferred to Deputy Claxton’s patrol unit for safety. During the transfer, Gosnell continued resisting both Deputy Claxton and Deputy Wilks by bracing himself and attempting to prevent officers from placing him inside the patrol car.
Once secured, Gosnell was transported to the Chattooga County Jail without further incident.
Based on the investigation and statements obtained, Jacob Gosnell was charged with the following offenses:
- Simple Battery (Family Violence Act)
- Simple Assault (Family Violence Act)
- Cruelty to Children in the 3rd Degree
- False Imprisonment
- Disorderly Conduct
- Obstruction of Law Enforcement Officers (x3)
- Obstruction of Law Enforcement Officers with Violence
- Simple Battery on a Law Enforcement Officer
- Escape
All units cleared the scene and returned to service.
