On Tuesday the date of 05-19-2026 at the time of 0814 Hours I, Cpl. Villagomez SO 05, was dispatched to [10 BLOCK] Kay Drive just off of Memorial Drive in reference to a domestic issue where a female was refusing to leave.

Upon arrival I met with the caller, Mr. [VICTIM #1], and he reported that he went to [10 BLOCK] Kay Drive to visit his Grandfather. He reported that his wife , Ms. Jessica Teems, showed up over there by driving a vehicle intoxicated and began to strike him with her hands.

I then spoke with an eye witness, Mr. [WITNESS #1], who confirmed that this happened. They reported to me that she had been drinking and showed up to the residence operating a motor vehicle 10 minutes prior to the E911 call. Both subjects advised me that they seen her drive to [10 BLOCK] Kay Drive intoxicated and in physical control of the motor vehicle.

I then spoke with Ms. Teems to get her side of what happened. During speaking with her I could not quite comprehend what she was trying to say. Ms. Jessica was slurring her speech, crying and had a strong odor of an alcoholic beverage emitting from her breath. This alone based on my advanced DUI training are common symptoms of a Central Nervous System Depressant present which was alcohol. Ms. Teems refused Field Sobriety tests when I offered her.

I then placed Ms. Teems into custody and escorted her to my patrol unit where Cpl. Wilks and I about nearly had to drag her inside the unit due to her behavior and refusing to get inside at first. I then searched her vehicle for any open containers related to the DUI arrest where Cpl. Wilks located a open container of “Bud Ice” alcohol in the passenger area and showed me it where I photographed the evidence.

During reading her Implied Consent notice for suspects age 21 or over she began to scream and yell at me from inside the patrol car. She was transported to the Chattooga County Jail. Both the Victim and witness filled out witness statement forms of what they saw and observed.
