On 11/23/2025 I, Deputy Ellenburg, was dispatched to [90 BLOCK] Railroad Cir in reference to a house fire.
I arrived on scene along with Cpl. Wilks, Deputy Reeves, and fire units. While on scene, I noticed a dog in the corner of the property. I went up to the dog and noticed it was extremely emaciated, I then heard movement behind me and found another dog whom was in even worse condition. I walked away and asked Jonathan Blackmon who those dogs belonged to and he stated they were his dogs.
As I was walking back, I told Chattooga County E911 to contact Chattooga County Animal Control and have them en route to the scene for the dogs. I then noticed a third dog come out of what appeared to be a make shift shelter that was falling apart. This third dog was also emaciated. I could count the ribs on all three dogs, I could also see their hip bones, and spine vertebra clearly. The dogs were chained with roughly three feet of leash, and surrounded by trash and their own feces.
Animal Control arrived on scene and all the dogs were placed in their care. Jonathan was arrested and transported to the Chattooga County Jail without incident.
