On September 30th at or about 1704 hours, I Deputy Benjamin Mollohan was dispatched to a verbal domestic with a female making threats at [1800 BLOCK] Mountain View Road.
I arrived on scene at or around 1717 hours and spoke with a Kimberly Joy Basham. Ms. Basham advised she needs to reattach the battery cable to her car and started working under the hood of a black SUV. A [VICTIM #1] then came to the porch of the residence and advised Ms Basham needed to leave. Ms. Basham then became verbally aggressive towards Mr. [VICTIM #1] and then continued to work on the SUV.
I then walked past Ms. Basham and approached the front porch. When I asked Mr. [VICTIM #1] what was happening today, Ms. Basham became verbally aggressive towards me and advised she called 911. At this time Cpl. R. Villagomez arrived on scene, I instructed Ms. Basham to go talk to Cpl. Villagomez in an effort to separate the parties and be able to talk to each side without interruption. Ms. Basham refused and advised she wasn’t moving.
Myself and Cpl. Villagomez both gave Ms. Basham verbal commands to go with Cpl. Villagomez toward the end of the driveway. Ms. Basham refused and was placed into handcuffs by Cpl. Villagomez. Ms. Basham was then walked to my patrol vehicle and I attempted to conduct a pat frisk for weapons of Ms. Basham’s. While conducting the frisk for weapons Ms. Basham attempted to pull away from my grip and had to be placed against the patrol vehicle for me to finish the frisk for weapons.
I then instructed Ms. Basham to sit in my patrol vehicle. She was verbally aggressive and refused to get into the vehicle. While waiting for Cpl. Villagomez to retrieve gloves and go to the other side of my vehicle to assist Ms. Basham into the vehicle, she broke free of my grip and turned to face me. In an attempt to get Ms. Basham to sit down in the vehicle or enter the vehicle willingly. I applied pressure to the Jugular notch pressure point in accordance with my training. The pressure point was mildly effective.
Myself and Cpl. Villagomez then physically lifted Ms. Basham into the back of the vehicle. I then spoke with Mr. [VICTIM #1], he advised himself and Ms. Basham had gotten into a verbal argument because he wouldn’t leave with her and she had taken an object and broken a piece of plastic that was covering the window in the door of the residence. Mr. [VICTIM #1] advised he did not want to press charges. Ms. [BASHAM] was transported to the jail without incident.
Later that evening while reading the CAD report from this incident, I had observed the 911 operator who had taken the call had placed a quote of what Ms. Basham had said during the call. The quote was “before I have to kill these motherf*ckers”. I placed a phone call to Chattooga E911 and had them play me the phone 911 phone call. Ms. Basham is using vulgar and profane language during the entirety of the phone call and and did threaten to kill Mr. [VICTIM #1].
The incident was captured on my and Cpl. Villagomez BWC. Ms. Basham was charged with Misdemeanor Obstruction of an officer (2 counts), unlawful conduct during a 911 phone call, and Felony Terroristic Threats. I have requested the recording of the 911 phone call from Chattooga E911.
