I, Deputy Clark was notified by school personnel that two females were fighting in the drive through lanes located in the front of the school located at Leroy Massey Elementary School in Summerville, Ga.

While exiting the lobby area I observed several staff members getting kids and walking them inside the building. I exited the building and was told that Ms. Kellett had entered the building going to the nurse’s station. Ms. [VICTIM #1] walked up to the front area after parking her vehicle and commenced to tell what had occured. She stated she was in her vehicle waiting in line to drop off her child. She stated she was stopped next to the three barrels when Ms. Kellett aproached in the left lane attempting to cut in line and almost struck her vehicle.

She stated Ms. Kellett drove around and parked her vehicle in a parking space exited and shot her a bird and called her a b*tch. She stated Ms. Kellett walked aggressively towards her vehicle and she (Ms. [VICTIM #1]) exited her vehicle and the arguement continued. I told Ms. [VICTIM #1] I would review cameras and further investigate the matter. Ms. [VICTIM #1] left without further incident.

Ms. Kellett was located inside the school and she wanted to talk with me about the incident. She stated she was not cutting line to drop off her child but was parking to walk her child into the school due to specific condition. She stated she did use the left lane to the barrels as she and other parents who utilize parking spaces always do. She stated she approached the barrels and due to the ample space between her and Ms. [VICTIM #1], she merged.

Ms. Kellett stated Ms. [VICTIM #1] pulled aound her vehicle and started arguing. Ms. Kellett stated she explained she was not cutting line to drop off but was pulling into the parking spaces so she could walk her child into the building. Ms. Kellett indicated after the two of them exited the vehicles, there was a heated exchange of words between the to of them in the roadway. Ms. Kellett left without further incident.

During the seperate conversations with both parties inside the office(s) of the school building, they both were cordial.

I, Deputy Clark reviewed the cameras of the school and observed Ms. Kellett approach in the left lane and merge into the right lane. Ms. [VICTIM #1] did not advance with the flow of traffic leaving ample space from the vehicle in front of her. Ms. [VICTIM #1] was observed to have sped up as what appeared to be an attempt to stop Ms. Kellett from merging. The video does show a verbal altercation between vehicles but was unintelligible.

Ms. Kellett did park her vehicle as described and exited the vehicle. The video shows Ms. Kellett display her middle finger towards the direction of Ms. [VICTIM #1] who is in her vehicle awaiting to drop off her child. Ms. [VICTIM #1] immediately exits her vehicle and walk towards Ms. Kellett asking is there a problem. Ms. Kellett and Ms. [VICTIM #1] continues to argue and yell at each other.

Ms. Kellett was observed to walk toward the school crossing the lanes of travel with her son and stated to Ms. [VICTIM #1] to get in her “f*cking car” further stating “bye b*tch” all of which happened in the presence or immediate area of other elementary school children.

These actions held the line of traffic and causing staff inside the lobby area to hurry children along to prevent them from seeing or hearing any further possible esculation of the incident. Other staff had to leave thier assigned area to monitor the incident.
