On 10/08/2025 at approximately 1432, I was dispatched to [700 BLOCK] Scoggins st, on a report of possible elder abuse. It was reported that the aggressor was walking south on Scoggins St with a bandaged hand.
While I was en route to [700 BLOCK] Scoggins st, I located the subject reported to be the aggressor walking on Scoggins St. He identified himself as Nathaniel Ratledge. I placed him in the rear of my car and proceeded to [700 BLOCK] Scoggins St.
Upon arrival, I met with complainants [VICTIM #1] and [VICTIM #2]. [VICTIM #2] showed me a cut on her right hand and numerous red marks on her arms and neck area. She reported that Nathaniel had become upset that he was continually being kicked offline with his tablet and began cursing and breaking items. She advised that she attempted to calm him down, which did not work. Nathaniel reportedly became more irate and began hitting her with his fist. Her husband, [VICTIM #1], attempted to intervene when Nathaniel reportedly slammed him to the floor and began striking him with his fist.
[VICTIM #2] called E911, and Nathaniel left before I could arrive. This is when I encountered him on Scoggins St. [VICTIM #1] and [VICTIM #2] are the grandparents of Nathaniel Ratledge. They were allowing him to live with them due to his having legal and mental issues in the past.
