On the January 31st, 2026, at 1720 hours City units were dispatched to [400 BLOCK] Scoggins St in reference to a woman calling 911 and stated a man was trying to put her out of the house and noted to responding Officers the caller sounded intoxicated.
Upon arrival Myself and Officer Ramerez and Officer Mitchell met with Pamela Thompson who was standing on the front porch, she did appear to be highly intoxicated and arguing with a man through the door. The man was later identified as Walter Ferguson, who refused to let her in. The temperature was estimated to have been 10 degrees with a colder windchill.
Miss. Thompson only had on female leggings and a hooded pullover and stated she did live there and that they both had been drinking Tequila. She continued to yell open this f*cking door. We made several attempts to speak with Walter who continued to yell profanities at Officers and Miss. Thompson through the door. It was determined to give Miss. Thompson a courtesy ride to which she preferred to her daughter’s apartment on Sixth St. Officers went back into service.
On January 31st, 2026 at 1746 hours City Units were dispatched to [400 BLOCK] Scoggins St in reference to Walter Ferguson calling 911 and stated, He was going to jail and wanted Officers to speak with him, but he would not open the door or go outside, and that he was in the living room and disconnected. Mr. Ferguson called 911 back and continued to try and incite an argument with 911 dispatchers.
On January 31st, 2026 at 1802 hours Mr. Ferguson called 911 again and advised the female (Pamela Thompson) was back and had climbed through a window and then he disconnected.
On January 31st, 2026 at 1805 hours Mr. Ferguson called 911 and would not answer any questions and was arguing with a female in the background. Upon my arrival Officer Mitchell was already inside the residence having been invited in by Mr. Ferguson.
I went inside the house and observed Mr. Ferguson in a drunken stupor, at which time it was explained to him that he could not lock Pamela out of the house as she was a resident there. Both Pamela and Walter were at an agreement they would be fine the rest of the night and Officers would not be back out. Officers went back into service.
On January 31st, 2026, at 1837 hours Mr. Ferguson call 911 and stated she don’t wanna go to jail while he was arguing with Pamela telling her to get out of the house and was threatening and cursing at her according to the 911 CAD. Officers were dispatched again at which time I pulled up across the street from the residence at the Spirit and Truth Church, I distinctly here Both Pamela and Walter in a loud heated argument while standing outside my vehicle.
While Officer Mitchell and I were speaking with Walter inside the living room, he stated looking toward the bedroom where Pamela was in, “So I beat this b*tch up, y’all be locking me up. “I then placed Walter under arrest for Disorderly Conduct Section 38-54 sub-section 7 referencing direct fighting words when he referred to Pamela as a b*tch, and direct fighting words to “beat this b*tch up.”
While I was putting Mr. Ferguson into Officer Mitchells car, Pamela came into the roadway which by her very act did endanger the public peace and decency in her intoxicated state that both parties (Walter and Pamela) had exhibited on every occasion I had met with them on this day.
Based on my training and experience we had exhausted all means to deescalate the situation and been fair and benevolent to both Pamela and Walter, they were intoxicated to the point if an arrest was not made it could turn into a violent situation and there were disturbing and endangering public peace and decency to every neighbor and resident in that area.
Pamela was placed under arrest for Disorderly Conduct Section 38-54 Disorderly Conduct sub-section (a) which states, “It shall be unlawful for any person to disturb or endanger public peace and decency by any disorderly conduct.
Summerville City Ordinance for Disorderly Conduct Section 38-54 sub-section 7 states, direct fighting words toward another, that is, words which by their very nature tend to incite an immediate breach of peace.” which Walter did meet when he made his statement in my presence toward Pamela.
Walter also met sub-section (b) (1) for placing Pamela in fear of her safety of her life limb or health by locking her out of the house in 10-degree weather.
Both parties were transported to jail without incident. Upon arrival to the jail Waltor who was in a drunken rage began to yell and fight with jailers and had to be restrained By Officer Mitchell and Jailer Alex Freeman.
