On Saturday, July 14th, 2026, while performing stationary traffic enforcement in the area of NW Congress Street and Mitchell Avenue, Officer Campbell observed a subject driving a red in colored scooter/motorcycle, traveling northbound on NW Congress Street. Officer Campbell observed that the vehicle did not have a registration displayed.
Officer Campbell was unable to verify if the vehicle was a low-speed vehicle with an engine size smaller than 50 cc. The said vehicle also appeared to be traveling faster than a low-speed vehicle with an engine size smaller than 50cc. As the suspect vehicle passed Officer Campbell’s location, the driver made eye contact with Officer Campbell and appeared to accelerate his speed. Officer Campbell believed to have reasonable suspicion to perform a traffic stop on the suspect vehicle to determine if the vehicle required a registration.
Officer Campbell pursued the suspect vehicle and initiated his blue lights and sirens. However, the driver of the vehicle continued, failing to stop while looking back at Officer Campbell several times. The suspect continued on NW Congress Street before turning left onto Church Street and then going a short distance onto Y Street, where the suspect vehicle came to a stop. It should be noted that the suspect vehicle never went over 20 miles per hour the posted speed limit.
Before making contact with the driver, Mr. Rafael Shropshire, Officer Campbell observed Mr. Shropshire throw what appeared to be a bottle into a nearby wooded area. Officer Campbell did unholster his taser and advised Mr. Shropshire to get on the ground and put his hands behind his back, which Mr. Shropshire did. Officer Campbell was able to detain Mr. Shropshire by placing his hands into handcuffs, checking for proper fit, and double locked.
While speaking to Mr. Shropshire, Officer Campbell detected a strong odor of Marijuana and Alcohol on his (Shropshire) person. Mr. Shropshire’s eyes also appeared to be Bloodshot. Officer Campbell asked Mr. Shropshire, “what did you throw in the woods?” Mr. Shropshire stated, “A beer.” Mr. Shropshire admitted to smoking marijuana and consuming alcohol before making contact with Officer Campbell. Officer Campbell asked Mr. Shropshire if he would be willing to perform any field sobriety test, but he refused.
Officer Campbell believed Mr. Shropshire was less safe to operate a motor vehicle based on his demeanor while driving and his physical appearance. Officer Campbell advised Mr. Shropshire of implied consent and requested Mr. Shropshire to provide a chemical test via blood draw. Mr. Shropshire refused. It was also discovered that Mr. Shropshire was unlicensed upon relaying his name and date of birth through Chattooga County 911.
The vehicle that Mr. Shroshire was driving was confirmed to be a 2025 Yongfu Moped. It was also confirmed that the vehicle’s engine was below 50cc. A friend of Mr. Shropshire’s, Ms. [REDACTED], who lived nearby on Y Street, agreed to take possession of Mr. Shropshire’s vehicle.
Mr. Shropshire was transported to the Chattooga County Jail without incident. Mr. Shropshire was issued traffic citations for fleeing/attempting to elude, DUI/alcohol less safe, driving while unlicensed, and open container of alcohol. Mr. Shropshire was also issued an administrative license suspension and implied consent form.
