On October 29th, 2025, at 10:07 PM, I was dispatched to [500 BLOCK] Hilltop Dr regarding a drunk woman who had slashed the tires on the caller’s car.

Upon arrival, I observed a woman yelling at a man leaning against a Mustang, and I noticed the right front passenger tire had been slashed, with a knife lying nearby. The man, [VICTIM #1] (born [REDACTED]), explained the situation, when an unidentified man emerged from the darkness, called [VICTIM #1] a “f*cking b*tch” in my presence, and entered the house, slamming the door. [VICTIM #1] identified the man as Raymond Wood, a tenant who rented a room from him and his fiancée, Halley Houge. [VICTIM #1] stated that all three had been drinking rum since 6 PM, with Halley becoming increasingly belligerent, encouraged by Raymond.

Halley interrupted my conversation, using foul language and admitting to slashing the tires to prevent [VICTIM #1] from driving drunk. When I tried to speak with her, she became more aggressive, yelling and pointing her finger within 16 inches of my face. Two children were asleep in the home during the dispute, and when I inquired about them, Halley became uncontrollably angry and was placed under arrest. She insisted the children were not [VICTIM #1]’s, despite their five-year engagement.

Raymond, intoxicated and smelling of alcohol, joined the conversation and stated, “Take me too,” referring to jail. I arrested him for violating City Ordinance Section 38-54 (7) by using fighting words toward [VICTIM #1] in my presence, as well as at his own request. Raymond Wood went on to state, “I don’t know when to shut my mouth”.

I then spoke with [VICTIM #1], who was on the phone with the children’s biological father, explaining Halley’s arrest. It was evident that the two men had a good rapport, and [VICTIM #1] had taken on a father figure role in the children’s lives through his relationship with Halley. I felt comfortable leaving the children in his care, as [VICTIM #1], though he had been drinking, was coherent and responsible.

Based on my training and experience, this situation would have continued to escalate and required immediate Police intervention, warranting both arrests for the safety of the public and all involved parties, as a weapon (knife) had already been introduced into the domestic dispute. Raymond Wood and Halley Houge were transported to jail without incident.
