On 08/01/2025 I, Cpl. Wilks, at or around 1443 hours was diaptched to [100 BLOCK] Maplewood Dr Summerville, Ga in reference to a possible domestic issue.

I arrived on scene, as I exited my patrol unit, I heard a female subject state “he’s got one las time to call us the “N” word. I walked up to her and asked her what was going on. She stated that Hines had been talking out loud stating that random people were following him, and how he was a meth user and crack user. I spoke to another male subject living near her who stated that hes being going on since last night, and was espically loud today. He stated that you could hear him yelling all the way from the roadway which is approximatley 100 yards from Apt #[REDACTED].

I went to relcaote to apartment #[REDACTED] and met with the subject later identified as Rodney Marvin Hines. While speaking with Hines I could smell a strong odor of alcoholic beverage emitting from his breath. Hines admitted to only having one beer while I was speaking with him. Most of the conversation appeared to be nonsense and rambling.

I spoke with Deputy Ellenburg who stated that prior to arriving at apartment #[REDACTED] he was speaking with the manager who stated that Hines was being loud and boiterious outside and at some point ran back into the apartment prior to officers arrving.

Hines was later placed under arrest for disordley conduct and public drunk and tranported to Chattooga County Detention without incident.
