On above date and time I, Deputy A. Garmany #14 was dispatched to above location in reference to an animal control call.
When I arrived on scene I met with animal control officers who stated they were contacted by Director [REDACTED] with Animal Control to come out to the address to remove four dogs from the residence that were in poor condition. Being familiar with the residence due to prior calls I knew the owner of the dogs later identified as [REDACTED] was incarcerated at the Chattooga County Jail. The dogs were left in the care of his fiance/ suspect later identified as Sasha Kinsey.
I also had prior knowledge that the suspect no longer resides at the above address due to having prior incidents earlier in the week and the suspect stated that her and her two daughters were “evicted.” I advised the Animal Control Officers of this information as well. We walked to the back of residence where we located a portion of the back yard to be fenced in where the three dogs were located in very poor conditions. Inside the fenced a portion of the property the dogs were very malnourished to the point all three dog’s bones, hips, backbone, and ribs were showing. They didn’t appear to have been fed in weeks and they did not have adequate water nor food supplies. They were walking around in their own feces and urine and there was only one dog house for three dogs. One of the dogs appeared to have ingested a piece of a bed mattress due to pieces of the mattress was obstructing and protruding out of its rectum.
Animal Control Officers took pictures of the dogs and then took possession of them and took them to the shelter for further examination.
On 03/28/2026 I spoke with Director [REDACTED] and he verified the three dogs were very malnourished and were not taken care of and also verified the one dog had an obstruction in his rectum that they are currently treating but was not sure if the dog was going to live or perish due to its condition.
I advised Director [REDACTED] a report will be made.
