Officer’s Narrative:

On the date of 10-26-2025 at or around 20:39 hours, I, Deputy Reynolds, Deputy Claxton, and Cpl. Wilks where dispatched to [4400 BLOCK] Mahan Road Summerville Georgia, 30747 for a male Billy Don Trammel Jr. who had an active arrest warrant being at a barn dominium and a domestic incident involving a firearm. I verified with the Chattooga County Jail that the arrest warrant was valid.

We arrived on scene at or around 21:17 hours at the barn dominium ([4400 BLOCK] Mahan Road Summerville Georgia, 30747) and I activated my BWC. Prior to Deputy Claxton knocking on the door Mr. Trammell opened the door from the inside of the residence and was placed under arrest handcuffed behind the back. He was told he had an active arrest for a misdemeanor traffic violation and was placed in the back seat of my patrol vehicle. At the same time Cpl. Wilks was standing on the porch of the residence with (Summer Kellar) who is Mr. Trammell’s long-term girlfriend.

I read Mr. Trammell his Miranda warning at 21:22 hours and stated that we had also been notified about a domestic related incident by an anonymous caller who stated to Chattooga E-911 that a firearm had been involved. Mr. Trammell stated, “I am on felony probation I don’t own a gun you can search the whole house.” I closed and locked the doors of my vehicle and at that time Deputy Claxton asked if I had evidence bags because he had observed illegal narcotics in open view within the residence. I stated they were in the front seat and unlocked my patrol vehicle to grab the evidence bags. I closed the front passenger door of my patrol vehicle and locked the doors again.

Deputy Claxton and I then entered the residence and began collecting the Narcotics, Narcotic related equipment. I also started conducting a consent search for a possible firearm. During that search I located possible THC wax in the freezer door of the refrigerator, but no firearm was located.

Deputy Claxton went to my patrol vehicle to speak to Mr. Trammell and returned asking me were he was. I stated to Deputy Claxton “In my patrol car.” He stated that he was no longer there. We returned to my vehicle and verified Mr. Trammell was not inside of the patrol car and after a brief search of the immediate area around the vehicle I noticed Mr. Trammell’s hat sitting on a gravel driveway leading to the next residence and some chicken houses.

Deputy Claxton notified central we had one male escape custody and began patrolling the area while Cpl. Wilks notified SO01 Sheriff Schrader of the incident and transported Ms. Kellar to the Chattooga County Jail without incident. The Sheriff and SO09 Robinson and K-9 arrived on scene at or around 21:50 hours, a drone search by SO01 and a K-9 track of the subject yielded no results due to inclement weather (rain). SO01, SO09, and Cpl. Wilks left the scene at or around 22:51 hours while Deputy Claxton and I remained to see if Mr. Trammell would return.

At or around 00:39 a vehicle pulled into the driveway and drove up to the front porch of the residence. I exited my patrol vehicle and spoke with [WITNESS #1] and [WITNESS #2]. They were the parents of Summer Kellar, and I notified them of the incident and that their daughter was safe at the Chattooga County Jail since they had come to the residence fearing for their daughter’s safety since they had not heard from her.

Prior to their arrival the city of Summerville Police officers had went to Mr. Trammell’s prior listed residence and spoke with his mother. Mr. [WITNESS #1] and Ms. [WITNESS #2] stated they did not have any idea were Mr. Trammell may have gone. After they left the residence Deputy Claxton and I left the area at or around 01:12 hours and went to the Chattooga County Jail to speak with Ms. Kellar. I activated my BWC and read Ms. Kellar her Miranda warning and she agreed to speak with me. Ms. Kellar stated that the Marijuana, THC wax, and smoking devices all belonged to her, but she did not know who Billy would call for help or where he would go.

The Chattooga County Jail called me on my personal cell phone at 03:38 to notify me that Ms. Kellar’s mother [WITNESS #2] had called to let us know that Mr. Trammell had returned to the residence, cut the handcuffs off, and was attempting to obtain a ride out of the county because he knew we were still looking for him. Mr. Trammell had contacted her via Facebook Messenger.

Deputy Claxton and I returned to the residence and arrived at 03:44 hours and approached the residence. Prior to leaving the residence the first time I had secured the door by locking it. I tested the door handle, and it was unlocked, I could also hear footsteps from inside the residence. Deputy Claxton and I attempted to call Mr. Trammell out of the residence by knocking and using the PA system on our patrol vehicle. To which Mr. Trammell ignored all commands.

I contacted Chattooga E-911 to transfer the complainant to my cell phone to see if she would call Mr. Trammell back on Facebook Messenger so that I could positively verify him being in the residence before making entry. During this time, she notified me that he had tested her asking if she had told the police because he knew we were outside. SO01 was advised and had given us the go ahead to make entry and take Mr. Trammell into custody.

Deputy Claxton and I then tried the door again and this time it was pulled completely closed and locked. I notified Chattooga E-911 that the Mr. [TRAMMELL] was verified in the residence and had barricaded himself. SO02 Chief Deputy Woods contacted me via radio and advised SO72 Agent Tucker would be enroute to assist. I gave Mr. Trammell one last call out and advised him that he needed to come to the door and come out or he would be facing more serious charges. Mr. Trammell opened the door a few seconds later and surrendered himself.

Mr. Trammell was taken back into custody without incident and transported to the Chattooga County Jail without incident. While in the sally port of the jail Mr. Trammell stated that he ran because of warrants he knew he had in Floyd County and that his daughter was sick and he wanted to see her before going away. He furthermore stated that he was sorry because he had destroyed my handcuffs because he cut them off with a grinder.
