Officer’s Narrative:

On 8-11-2022 at around 1730, Deputy Newton and I were conducting targeted patrols along E. Cherokee Dr. in search of two known felons with active arrest warrants. Deputy Newton and I were made aware of these individuals, Amanda Leeds and Jesus Quezada, by Investigator Hackard. Investigator Hackard provided information that Amanda was an absconded sexual offender with numerous warrants including failure to register as a sex offender and Residing within a restricted area as a sexual offender.

Jesus was wanted for harboring a sex offender. Jesus was known to display violent tendencies and had recently shown aggression towards law enforcement. It was surmised the pair knew they were wanted and appeared to travel erratically in their vehicle, a black 2005 Toyota Sequoia (GA/[REDACTED]) to avoid detection by law enforcement.

Deputy Newton and I monitored FLOCK cameras in the area to locate the pair. We observed the vehicle traveling Northbound on E. Cherokee Dr. at Quarles Dr. and staged our vehicles close to E. Cherokee Dr. and Cumming Hwy in an attempt to intercept the vehicle. Shortly afterward, I observed the vehicle pass me around the area of E. Cherokee Dr. and Cotton rd., continuing Northbound. I positively identified the driver of the vehicle as Amanda Leeds and observed a male passenger in the front of the vehicle.

I pulled out behind the vehicle and followed the vehicle north on E. Cherokee Dr. Deputy Newton entered directly behind the vehicle and conducted a traffic stop on the vehicle at E. Cherokee Dr. and Cumming Hwy. in the turn lane to Kroger. Given the known factors, as well as the area we were in having an exceptional amount of foot traffic, I chose to assist Deputy Newton’s traffic stop by blocking in the vehicle. This decision was made in an effort to prevent a motor vehicle pursuit, which would undoubtedly place the general public in extreme danger.

Upon stopping the vehicle, I exited my patrol vehicle and unholstered my duty pistol, leaving it at holster index. As I moved around the vehicle I gave multiple commands for the occupants to show me their hands. Both occupants complied and my pistol was holstered. I removed Amanda from the vehicle, informing her she was under arrest. She was placed in handcuffs behind her back utilizing proper techniques. Amanda was placed in the rear of my patrol car.

Deputy Newton removed the passenger, identified as Jesus, and placed him under arrest. Both occupants were placed in the rear of my patrol vehicle, and their arrest warrants were confirmed. Deputy Newton performed a vehicle inventory and awaited a tow truck while I transported both individuals to the ADC. Upon arrival, Amanda and Jesus were released to deputies at the ADC without issue. I obtained and executed both arrest warrants and completed all proper paperwork, turning it in before I returned to service.
