On Sunday, July 6, 2025 at approximately 8:55 pm, I, Deputy Jordan Hopson, responded to a theft call at 937 Victoria Landing Drive Lot 28 (Victoria Day Use Campground) in Woodstock, Georgia.

Upon arrival, I contacted [VICTIM #1] (Victoria Campground Host). I asked Ms. [VICTIM #1] to explain what happened and she stated there was a couple out of control and identified said couple as staying at lot 28. She proceeded to explain that earlier in the evening she noticed her boat (Sun Slider Pedal Boat) which had been tied up on the lake near the campgrounds was missing. She, along with other campground staff, discovered the boat in the truck bed of a Ford F-350 (GA: [REDACTED]) located at lot 28. They confronted the individuals identified as Erik Mora and Kim Mora at lot 28 and got into a verbal altercation. During said altercation, the Mora’s stated they thought the boat was abandoned and became extremely irate and got in one of the staff members faces which made Ms. [VICTIM #1] worried.

I asked Ms. [VICTIM #1] if she wanted the Mora’s removed from the property. She stated she wanted them criminally trespassed from the property. I asked her if she wanted to pursue criminal charges for the theft of the boat. She stated no and asked where her boat was. Ms. [VICTIM #1] was informed her boat was near the front of the campgrounds, as I saw it when I initially arrived at the entrance, and that she needed to check to see if there was any damage.

After speaking with Ms. [VICTIM #1], I relocated to lot 28 and contacted Erik Mora and Kim Mora outside their camper. Ms. Mora immediately stated, “Nobody took anybody’s sh*t” and “I’m so fu*king tired of this”. I introduced myself and attempted to shake Ms. Mora’s hand. She said, “I’m good” and requested I turn my flashlight off because it was annoying. I asked them to explain what happened. Mr. Mora stated he was prior law enforcement and earlier in the evening some kids (information unknown) brought the pedal boat up into the campsites and left it. Mr. Mora loaded the boat into his truck and brought it up to the front office check-in area and dropped it off. Camp staff accused them of stealing the boat to which they denied. While speaking with Mr. and Ms. Mora, I could smell the strong odor of an alcoholic beverage coming from there person.

Once they explained their side of the story, I asked if they could provide their drivers licenses. Mr. Mora stated, “Nope, you don’t get it”. I explained they needed to identify themselves due to allegations of a crime being committed. Mr. Mora said no and both parties began to argue with me. I explained they needed to identify themselves so I could criminally trespass them from the property or they would be charged with obstruction for hindering my investigation.

The Mora’s ultimately provided me with their licenses but continued to be argumentative, claiming that they didn’t do anything wrong. I explained that we were past the boat incident due to nobody wanting to pursue criminal charges and again stated that the campground staff did not want them on site any longer and that I had to criminally trespass them. Mr. Mora stated, “We’re not leaving.” I continued to explain they had to leave and Mr. Mora again stated that they were not leaving and had nowhere to go as they had been drinking. I stated it was not up to me and Mr. Mora began shaking his finger in my face while repeatedly saying no and bullsh*t. While this was happening Ms. Mora also stated, “That’s chicken sh*t”.

Due to how irate the Mora’s were becoming, I requested additional units to be in route to my location. Mr. Mora then made the comments, “Just because she said you got to leave, we don’t got to leave” and “Were not leaving”. I asked Mr. Mora if they were going to leave and he responded with “no”.

At this point, I explained to Mr. Mora that he was under arrest for criminal trespass and for him to put his hands behind his back. I took control of Mr. Mora’s hands, placing them behind his back while Ms. Mora began to argue. I attempted to place Mr. Mora in handcuffs but he pulled away from me. I gave him a lawful order to not resist and Mr. Mora immediately pulled both his hands away from me to the front of body. This resistance put me in immediate fear of being punched or assaulted since I had no control of his arms. Due to this feeling and being by myself in a diminished light environment with multiple parties on scene, I had to gain control of Mr. Mora as quickly as possible so I could also maintain a visual on Ms. Mora until back up arrived. I performed a front leg sweep forcing Mr. Mora to the ground, where I was able to reacquire control of his person and get him handcuffed.

Once handcuffed, I told Mr. Mora to stand up repeatedly but he refused to do so and informed me had [REDACTED BY AGENCY] and was [REDACTED BY AGENCY]. Due to these remarks, I requested Cherokee County Fire Services to check on Mr. Mora and provide medical attention if needed.

Cpl. Hart arrived on scene a short time later and helped me escort Mr. Mora to my patrol car. While this was transpiring, Ms. Mora was given lawful orders to back up by Cpl. Hart. She continued to get extremely close to us forcing Cpl. Hart to make contact with her. She yelled, “Fu*k, get your fu*king hands off of me” as we were passing by lot 20 where I observed a kids bicycle and two adults, later identified as [WITNESS #1] and [WITNESS #2] standing outside.

I finally got Mr. Mora to the front of my patrol car where he was searched incident to arrest. His handcuffs were double locked and checked for proper fit. Mr. Mora was placed in the back of my patrol car which was searched for contraband prior to shift starting.

After Mr. Mora was secured in my patrol car, I relocated to lot 20 and contacted [WITNESS #2] and [WITNESS #1]. I asked them if their kids heard Ms. Mora using profanity in front of their kids. They stated yes claiming their juvenile sons [JUVENILE #1] (DOB [REDACTED BY AGENCY]/2018) and [JUVENILE #2] (DOB [REDACTED BY AGENCY]/2015) heard Ms. Mora using profanity towards the camp staff.

Due to Ms. Mora using profanity in front of juveniles, I told her she was under arrest for disorderly conduct. Cpl. Hart and I took control of her arms. I attempted to remove a cell phone from her hands. She initially refused to let go of her cell phone, which she was holding in her left hand, but I was able to pry it from her while maintaining a loose wrist lock on her left wrist. Deputy Bomeisl, Cpl. Hart, and I then had to force her arms behind her back to get her handcuffed. Ms. Mora was then placed in the back of Cpl. Hart’s patrol car.

A short time later, Cherokee County Fire Services arrived on scene and medically evaluated Mr. Mora. Once fire finished evaluating Mr. Mora, Cpl. Hart and I were given permission to secure the Mora’s truck and camper. Once everything was secured, I relocated to the front of the campgrounds where the Sun Slider boat was left. Mr. and Ms. Mora were both provided with criminal trespasses from the campground.

I contacted Ms. [VICTIM #1] who informed me the boat was damaged to include the canopy top frame being bent and rudder damage. Ms. [VICTIM #1] estimated these damages to cost less than $500 and wanted to pursue criminal charges. Pictures were taken of the boat for documentation. I provided Ms. [VICTIM #1] a case number.

Cpl. Hart and I then transported Erick and Kim Mora to the Cherokee County Adult Detention Center where they were turned over to jail staff. Erik Mora was charged with two counts of criminal trespass and one count of obstruction. Kim Mora was charged with disorderly conduct and criminal trespass.

Use of force reports were completed and warrants will be secured within the appropriate time frame. Due to the use of force with Mr. Mora, I received multiple [REDACTED BY AGENCY] on both of my [REDACTED BY AGENCY]. Mr. Mora also received [REDACTED BY AGENCY] to his [REDACTED BY AGENCY] Since Mr. Mora stated he was [REDACTED BY AGENCY], a first report of injury was completed by Cpl. Hart.
