On 10/17/2025 at approx. 2140 hours I responded to 1558 Riverstone Pkwy in reference to a business dispute.
Upon my arrival, I met with the complainant (James Lundquist). Due to previous encounters with James, I am familiar with his short temper and anger issues. In speaking with James, he explained that he lost his wallet while inside the restaurant and he was visibly upset. James that his wallet was sitting on the table that he and his girlfriend where sitting at, and when they got up to go pay their bill his wallet was missing. I then went inside to investigate further while Ofc. Fowler remained outside with James and [WITNESS #1] (girlfriend).
While inside I spoke with a few witnesses and the hostess that was involved in the incident. [WITNESS #2] (witness) stated that was a few tables over from James and could hear him screaming and cursing profanities around other patrons. She further stated that she heard James calling the hostess a “bit*h” and accusing her with other employees of stealing his wallet.
I then spoke with the hostess [WITNESS #3] and she advised that she heard the screaming and commotion from James from within the restaurant. She then came outside and when she did, that was when James began to yell and scream at her, calling her a “bit*h” and accusing her of stealing his wallet.
A few of the witnesses stated that they heard James and [WITNESS #1] speaking about how he lost his wallet when they first sat down to eat. [WITNESS #2] stated that she used to be a waitress and this was a tactic that she had witnessed numerous times of people trying to get out of paying for their food.
I then explained to Ofc. Fowler what I learned and we agreed that, yes, we will still investigate his missing wallet, however James was to be arrested for disorderly conduct for his behavior in the public setting and to other citizens. Ofc. Fowler then placed James under arrest while I spoke with [WITNESS #1] as to the events that led up to them realizing that James wallet was missing. [WITNESS #1] stated that they when they realized it was missing she and James went outside to go search their trucks and couldn’t find it.
When I spoke later with [WITNESS #1], she stated that they left the establishment to go search James truck back at the hotel. James was obviously not happy about the arrest, however I explained the reasoning for it and how this all could have been avoided by just calling 911 when he first realized that his wallet was missing, not screaming and yelling at everyone at the restaurant. I further explained that due to the multiple witness testimonies and them being unbiased that was the cause for the arrest. Ofc. Fowler then transported James to the ADC while I gave [WITNESS #1] a ride due to her level of intoxication back to her hotel.
It is my belief that James wallet was missing before they originally arrived at the restaurant due to there not being evidence to show that it was ever there as well as both James and [WITNESS #1] were heavily intoxicated. It would be easy to not remember or not realize that his wallet was missing before this event took place.
