On October 18, 2025, at approximately 8:57 AM, I was dispatched to [REDACTED BY AGENCY] regarding a male patient who is being disorderly and threatening staff members. I arrived at the center and met with a male later identified as Orico McCaskill, sitting on a bench near the front door. Orico had several bags containing miscellaneous such as clothing and shoes. He was visibly upset and began yelling and cursing at staff members while I was on the scene, demanding more of his property.
I separated the staff members and attempted to calm Orico down and eventually had him walk outside. He stated he did not have a ride, and he wanted to leave the facility, he lives down in Atlanta. I informed him I could take him to a nearby gas station but that was it. He continued to be irate and use profanity, claiming that he was detoxing. He eventually agreed with the plan to go to a gas station and willingly took a seat in the backseat of my patrol car, and I closed the door.
Once Sergeant Hayes arrived on the scene, I walked back into the center and spoke with the employees. I met with [REDACTED BY AGENCY] and [REDACTED BY AGENCY] inside the secured office of the center. They were both visibly upset, [REDACTED BY AGENCY] on the verge of tears. When asked what happened, [REDACTED BY AGENCY] stated she saw Orico on his phone this morning. The patients at [REDACTED BY AGENCY] are not allowed to have their phones.
She confronted him about this issue, and he began yelling at her in her face, which frightened her. He then demanded his belongings so he could leave. [REDACTED BY AGENCY] complied and walked to the secured office where the patient’s belongings are held, at the point [REDACTED BY AGENCY] had come to assist [REDACTED BY AGENCY]. While they were inside the office, Orico walked inside and began yelling at the girls in their faces, demanding his property.
Another patient, [REDACTED BY AGENCY] overheard Orico yelling and stepped in between him and the employees to protect them. [REDACTED BY AGENCY] told Orico to back up and began walking toward him to coral him outside the office. [REDACTED BY AGENCY] stated he was afraid that Orico would harm the girls if he hadn’t stepped in. Once he did step in, he was afraid of being punched by Orico. [REDACTED BY AGENCY] said he was in fear of receiving harm, but he doesn’t wish to press charges.
After speaking with [REDACTED BY AGENCY] and [REDACTED BY AGENCY] both the girls were extremely shaken up and [REDACTED BY AGENCY] had somewhat of a panic attack and broke down in tears. They both agreed to press charges and wanted to obtain a temporary protection order against Orico. They are fearful he will come back and harm them and wish that he be criminally trespassed from the property.
Along with the employees, the other patients had to be removed from the main lobby of the center due to Orico’s behavior, which disrupted the overall function of the center. After obtaining statements from [REDACTED BY AGENCY] and [REDACTED BY AGENCY] I returned to my patrol car where Sergeant Hayes had taken Orico out of my patrol car due to the length of time I obtained the information.
I signaled to Hayes Orico was being arrested and we both grabbed his arms and informed him he was under arrest. He began to tense up and tried to turn around on me. His left wrist was in a cast and there was no way to handcuff him, so we secured him in the backseat of my patrol car again. I transported him to the Adult Detention Center and informed the jail staff he was not handcuffed.
We arrived at the ADC without incident, and I transferred custody to the jail staff. The jail supervisors refused to accept his personal belongings and informed me to secure his property in evidence instead. I complied and returned to service and later secured his personal belongings inside lockers 1 and 2 at the Ball Ground precinct.
I will be obtaining arrest warrants for two counts of Simple Assault. Orico is also on probation, so I contacted his probation officer and informed her of the incident.
A warrant was signed on 10/19/2025.
